The simple fact is that nothing we can do now will make much difference in the cost of a space program. It is all to do with economies of scale and how much things cost. The Russians make cheaper rockets but that comes down to they are using older designs repeatedly and those designs are actually guite simple from a rocket point of view and there wages and resources bill is substantially less.
Any commune or group will need resources to be able to develop and sustain a space program. They will need to be able to develop and test there spacecraft and to ensure it is safe and programmed well. These people will be the brightest and best that a society has and they will want to be paid for it. The materials used on the rockets will be some of the most expensive used and it all adds up.
As these items add up and the majority have will have to come from outwith the organisation or group you have made and to pay for that requires cash. As GCN guite rightly states there will be no great cost reduction until there is a need and we develop something that reduces the single biggest cost that of the launching from Earth in the first place. Just the complexity of the whole operation proves that China would not really consider it as a viable alternative.
If China was to seriously go the way of multi launch orbital construction there must be a point of reference and a place to actully do the joining of the seperate parts. This is a space station. When China seriously starts building a large one of these then she will be gaining the orbital experience to see if a consideration of orbital construction is even feasible.
No China will launch space stations but they will be small and until we see the development of a heavy lift Long March then China will not be planning manned Moon and Mars landings. But they can send robots and by telerobotics they could do a lot with the Moon.

Youre speaking from a western point of view the averadge citizen of a middle east country really honestly believes that Israel is a foreign invader occupying an Islamic state. Iran is a pariah state in the middle east but it always has been. Iran is not like the majority of its neighbours Sunni or even Arab.
Iran could make a very good manufacturing state it has unlike the majority of the rest of the gulf states an educated populace and also a low wage potential. What it lacks is the infrastructure needed to build a large maunfacturing base. And it also has a market in those other gulf states.
People who must tow the mullahs line just to get on the ballot are not democratically elected.
But this is your western views coming out again the fact is that the people of Iran honestly believe it is right for candidates to be vetted before they go ahead and of course it is right for the Mullahs to do it who else has the authority. Trying to change there views is going to be hard and the work of generations we have already seen in the case or Iraq where the spiritual side of the country has a very big say in how the country operates. All Middle east countries operate this way apart from Israel but that is one of the problems that Islam has with her.
There are three reasons that oil prices are going up.
1) Chad, Chad is one of the african oil producers but has been in political turmoil for the last 5 years. Though this has been brought to a head by a recent rebel attack on the capital. The rebels are supported by Sudan. Chad has threatened to stop oil production until back fees are paid to her which will be used to buy weapons.
2) Nigeria, Nigerias oil is from a delta where the indigenous people are in open rebellion simply as they are a sidelined and oppressed people. They have taken to destroying oil production and to kidnapping foreign workers so that the world can hear there plight. Of course Nigeria in general is a state which is almost in constant political and religous turmoil but it is the one of the biggest suppliers of oil in the world.
3) Iran, Iran is the single biggest reason for uncertainty in the worlds oil markets and with the fear that actions will be taken against Iran and Irans response there has been panic buying and storing of oil.
There are opposition groups to the current theocracy but the majority of them are even more anti western than the current regime.
Since when? 70% of the population is under 30 and has nothing against the west, and while proud Iranians, they are not going to fight a foe who lacks the ability to occupy the country, goes to great pains to avoid civilian destruction, and has ill will only towards the very same theocracy they do.
The same 70% who are raised on the stories of the 1st gulf war and are exposed to the Islamic jihadist talk in the mosques they go to pray in. The ones who are told the stories of when Iran was the greatest empire in the world and see that for there country to progress they need to advance and that means electricity. In this case with the conditions that are present in Iran the only means they see that might work is nuclear power. They have oil but it will run out and they want something for there future. There is a lot of support for nuclear power in Iran they want all the advantages that a regular source of electricity can give them. They have a lot of problems and they know that there reliance on oil for everything cannot last. The high unemployment rate in Iran is something that they want to change and with regular power they can start manufacturing goods with the low costs of labour and parts they could be the China of the middle east. So there goverment tells them and they listen.
The tricky part is devoting enough resources to weaken the mullahs enough that when the people see their chance, its not a complete bloodbath. The last thing we want is a repeat of the 91 uprising against Saddam, were we stood by and watched while Saddam burtally put it down. On the other hand, we also want to avoid looking like were occupying the place.
The people see there chance. What does that mean why should they rise up against there religion. You must remember that 95% of the population are islamic and as a population are very highly supportive of that. How do you intend to weaken the mullahs. You must also remember is that the current goverment was democratically elected.
What should be done with Iran, some people want to use tac nukes on them. That would slove the problem and give President Bush a lasting note in history.

I suspect that like the majority of commercial and haulage flights. Insurance companies will demand that Federal Aviation certificates exist and that a set amount of standards be present. And just for liability these aerospace companies will even if not operating on US soil or even a US company will get the certificates just to keep the insurers happy.

Over the next 20 years the Chinese economy will change from a large export driven to a balanced economy with internal demands, this will allow the chinese to grow far larger then other people expect. In time the country will have equal or greater GDP then USA ( between 1.2 to 2.5 times - based on those figures CASA would be 1.2x to 2.5x NASA Budget or more ) and thus could investment more wealth into space programs depending on country cultural and strategic objectives.
Yes, China has a lot of internal needs now and the people there want to see some of the rewards for there labours. In short they want there colour TVs, Cars and stereo systems. They need money to but that and so wages will increase. China already has had to put a lot of the budget over to providing funds to the mainstream bulk of the population that of the peasants who are none too happy about the way things are going.

A space program is a nations plans and aims to do research, manned missions and to utilise space for it and the worlds benefit. China landing on the Moon with people something they have yet to even announce. (They have stated they will orbit her with a manned mission and to land Rovers and do sample returns again by robots). China does not have the capability at this time to suddenly send people to the Moon and to build a base. NASA is working on doing that exact thing and if anything has at least a ten year edge on anyone else.
Still if this increases NASA's space programs budget im all for it especially as it should I hope get the VSE working faster.
US claims right to set new space tourism regulations
Under existing federal aviation rules all companies that wish to be involved in space tourism will require Federal Aviation Administration permits. This will also include non US companies and organisations.
China is still a communist country but with an increasing free economy. When the other Asian tigers grew to industrial dominance ie Japan, South Korea they had growth rates that where actually greater than what China and India has now. If China is to grow it has a lot of infrastructure and building to do. A large expensive space programme will take a lot of resources from trained engineers to high tech parts and of course money away from places China needs them.
Dont expect China to suddenly wrack up a large number of flights and to suddenly start springing on the world stage its version of the Saturn V. It does not need to do so sending probes and unmanned rovers to the Moon is plenty enough pressure to keep the USA off balance. Dont get me wrong China can go the way of a major push to the Moon but it just does not need to nor can it really afford to.
China is looking for the future where NASA requests that they share flights to the Moon and for NASA which does not want to spend billions in a fight to return to the Moon this is becoming an increasingly likely option.
It does seem there are two types of aerospace companies.
1) Four Frontiers lots of noise and promises but just ends up like smoke and they fade away with a sour taste.
2) The aerospace companies that you know are up to it but dont actually tell you what they are doing until its almost time to launch there product.

One of the problems in determing the future is that we can only use trends as a basis and to make reasonable quesses as to what advances in research will have for us. Certainly we can see that as oil becomes harder to find and to get out of the ground it will increase in price especially as the globalisation effect has more and more countries needing greater supplies. Another problem we have is that of water. Clean water needed for drinking and industrial uses is actually decreasing. Countries in Asia and Africa are by there heavy industries polluting there own water supplies and drawing on rivers to provide hydro power.
The middle east is an example of where many countries rely on the same river and arquements over the fair utilisation of it is increasing.
Europe does have plans to explore the Moon and to use this knowledge to increase there prescence in space.

Europes plan is to use the information gained from the probe SMART-1 and the so called peaks of "eternal light" to deploy a series of robotic lunar landers and rovers. There intention is also to explore the permanently dark craters at the lunar poles for water. One other interesting point is to plant flowers on the Moon to increase public awareness and support for the space programme.
AP China's unmanned spaceship to near the Moon next year
China plans to send an unmanned probe/spacecraft around the Moon in 2007. This is according to Luo Ge deputy administrator of Chinas national space administration. He said it as he was visiting the USA this week. He also berated the USA in not willing to share in space exploration with China.
So avoiding the obvious political nature of this piece we see that China has again resurfaced its plans to create a heavy lift option but theres will only carry about 25 to 30 tons to orbit and in 2011. And they plan landings on the Moon in 2012 and samples back in 2017. You will note that there is no talk of a manned prescence this means that China plans a robotic series of missions to the Moon and sample return like the Russian version will be done by a Robotic lander maybe in conjunction with a rover. China may have plans and wish to send people to the Moon and Mars it just lacks the capability.
How do they know there was an external impact?
Probably from the fact that the Satelite has lost its orbit and the correct spin it had. They know how much fuel was on board they know which systems are working and where failures occur and they can tell what goes wrong. An Impact would be easily discovered by following the damage and the direction it came from. The delta V change tells how much mass the object struck at. Since they know what effects a component or series of component failures have then it allows them to deduce what caused the damage.
An External source for the damage would give the damage track like a triangle from point of impact as the initial impact carries on but blasting apart components causing shrapnel to spray out causing secondary damage and so on. Internal explosions give circular type damage tracks from the initial point.

But without a Heavy lift they will need to do a series of launches to then build in space the craft that would go to the Moon. Mr Jones considers that this is extremely unlikely before at the least 2017. Another option and easier for them to do is to instead launch into a circumLunar orbit or straight into the Moons orbit.
Certainly using Shenzhou 8,9 and 10 they can practice this ability if it gives them a spacestation then they will simply announce they have a completed research station and needless to say draw a paralel between the ISS disaster and themselves. Less complicated but functional. This may even spur Nasa and the USA on.

If the first person on Mars is Chinese so be it they will get the applause and the great PR. But it will come down to who actually colonizes the planet and Mars is a big place. There may well be a Chinese colony, A USA one, Russian, Indian and European as well. Even I hope a Scottish one but it depends on technology we dont have and changes to the worlds political structures.
Still im doubtful that the Chinese as they are have the capacity to not only go to Mars but to have a colonisation programme too. Im even doubtful that the Chinese will be able to keep pace with the world they are expanding now but this only increases pressures on there country and costs increase. There bubble may well burst.
