I think you can significantly reduce the risk of cancer on a H2M mission by doing alot of little things, like including a anti-oxidant suppliment in the crews daily diet, surrounding the crew cabin by their water tank to provide sheilding. Also by using NTRs or other type of advanced options we could be able to cut the transit times signficantly, prehaps 3 months out and 2 months back instead of six and five.
I however think that using a mission architecture that involves returning during the same conjunction window is a horrible idea, you end up with transit times 10 times longer then surface time, for a human mission I just don't think this makes alot of sense, I would infact like to see a stay over mission with crew elements staying over two launch windows once there were three or four habitats on the surface. Once your on mars and have the atmostphere over you radiation risks drop considerably, especially since on the surface with minimal equipment could berm regolith over the habitiats to provide additional sheilding.

I'd highly recomend reading Dr. Edwards book Space Elevator. I had relegated the idea of a space elevator to one of those far future things that I wouldn't be alive to see but it really outlines all the solutions to the problems I could think of.
I just thought to add the one problem I didn't see any good solutions offered for is UV/Ozone degradation of the ribbon at altitude....not saying there isn't a solution to it, I just don't recall reading one in the book that I thought was very plausible, I'll dig it out tonight and reread that chapter.
I'm really excited about the fact that NASA has jumped on the elevator band wagon, it's the best solution to get out of using expendables I can see in the near term baring using NTRs for earth to orbit, and I'm sure all the tree-huggers in this country would just love that particular idea.
I think we may well cease to exist as one species in as little as 100 or 200 years. by the end of the 2000s things like symbiotic nano-repair systems could be as common as flu shots and end disease and aging as we know it in the western world, but at the same time I'm guessing that huge swaths of the population of Africa, the middle Eaast and Asia will be ravaged by AIDs and other diseases preventable treatable diseases.
I was just doing some research for work and stumbled upon some documents concerning the assembly of the Mir, which had all it's componet modules delivered to orbit by unmaned expendables and docked autonomously with the central node.
Why couldn't the remainder of the pressurized modules for the ISS be delivered to orbit by a Delta IV or Atlas V heavy configuration using a bus/upperstage of somesort and then docked. The crew on ISS could do the nessecary EVAs to hook up all the connections. I the remainder of the truss segements could be launched as well, but I would guess that these would have to be comletely manually removed from the upper stage and connected using the ISSs Canadarm II and EVAs. Each Delta and Atlas launch is the fraction of the cost a shuttle launch.
I don't think that we shold waste the billions on shuttle upgrades for a system that is fundmentally moribound with it's retirement date looming.
Personally I would say just scrap the ISS or sell to it comercial concerns but I relize that is not a politically viable solution and also would major egg on the collective face of NASA as it would be the end of essentially their entire main effort of the 80s and 90s.
My biggest question is wether the technical challenges for developing a SSTO are any less then a space elevator. As far as the space elevator the only thing we need to develop is longer CNTs and matrix compound, both of which are progressing at a rapid pace for non-space applications.
SSTOs using chemical propulstion need to get a mass fraction of 90%. That means the development of ultra high strength composites. Plus you have to worry about developing a robust thermal protection system, and the entire propulsion problem. Personally I think that the space elevator is the best near(er) term solution to acess to space.
Don't get me wrong, I think the next 10-15 years will be dominated by heavy lift expendable/semi expendable boosters that will be used to implitment the first mission to Mars and a return to the moon (hopfully in that order).
Speaking off does anyone know what the constelation commision is finding on wether using and EELV or Shuttle derived launch vehicle? I think 100 tonnes to LEO needs to be the minimum baseline either way to keep on orbit assembly to a minimum. Does anyone have an estimate on what it would cost to revive the Energia?

Aside from the saftey officers reporting directly to the top brass to avoid middle managment distortion I don't see alot except alot of buzz words.
It's not the structure of NASA that has to change, it's the underlying culture that's risk adverse and tradition laden. I know I'm just offering critisism, but I can't really think of any solutions baring just completely doing away with NASA and adopting a incentive based award system ala X prize.

I really like the Armadillo approach, I think that their hydrogen peroxide engine is a much more elegant option then the hybrid engine that Scaled is using, much more controlable as well, plus simpler to opperate as it's a monopropellant.
In a way this test really reminds me of the DC-X program, another venture that was done all the right way.
It's too bad that I don't think they have a shot at winning....if scaled and Armadillo formed a post X-prize alliance, Armadillo providing the engines, scaled with the air frame, I think that would be a very interesting vehicle.
Maybe scale it up, and put a White Knight carrier plane at London and New York and start offering trans-atlantic flights to fill the niche left by the Concorde.

It is unfair because it forces those who can pay the least, to pay the most, in terms of relative net worth.
If I have $10,000 to live on, and you take 10%, I now have only $9,000 dollars to live on. I have even less when I barely have any to begin with. If you have $10 million to live on, and we take 10%, you still have 9 million dollars to live on. You get one less fancy car, my kids don't eat for a month.
That is not equitable. That is not safe for society as it creates disparity of such magnitude that it undermines social stability. People will start evaluating criminal activity as a neccessity, just to eat.
Under my system there would be no other federal taxes.

Because the uber rich are able to make oodles of money because we have rule of law and a stable society, the rich benefit more from a stable society more than the poor and down trodden. As for your assumption that no one could survive in a civil society without federal medical aid, you have very little faith in the capitalist system. Today in this country the vast majority of the people receive the greatest health care the world can offer thanks to the companies they work for. If granny is selling her heirlooms to pay for her insulin shot it's because the trial lawyers with frivialous mal practice suits have driven up the cost of health care. The biggest problem with this countries health care system is the abuse of the mal practice system, and the influence medicare and medicad exert over the medical establishment.
Also, I would advise you to read John Stossels book, 'Give me a Break' it gives a good examples on why regulation isn't always a good thing. I think that the medical establishment throught the scientific process would do a much beter job weeding out bad drugs the the FDA that delays for years why people die because they can't get their hands on a expiramental drug.
According to this years G8 summit the US GDP was 10.78 trillion. For the sake of argument let's say 10. 10% of 10 trillion is one trillion dollars, a little less then half the current federal budget. More then enough to maintain our military at a level even larger then it currently is (currently the budget is in the ballpark of $500billion, I would like to see $600billion, plus stream lining it by doing away with cost plus and the utilization of space systems get more bang for the buck.) That gives 300 billion for the national labs and space program. 20 billion for education. 80 billion for roadway and airport infrastructure. That's it. Hardly Africa. Plus the government has very little to do with the greatness of a given country. It would be a brave new world, one with much more freedom and oppertunity.
As far as the corprate scandals you mention, okay, there was a problem....small in the scheme of things, you may be able to find a dozen or so cases of wide spread finacial inpropriate in companies, out of the thousands in this country. The vast majority of people on the boards of US companies want the best for their employess and stock holders.

A 10% flat tax is about as unfair as you can get. Flat taxes are regressive taxes, they affect the poor

As far as weapons training in schools, I personally think that everyone should have a basic knowledge of how to defend themselves and their country. I'm not saying we need to turn high schools into boot camp, but a basic hand to hand and fire arms combat course seems like a great way to build discapline and help increase the security of the homeland. In Switzerland for example it is required that all person 18 years of age undergo limited military training and then maintain weapons for each individual in their homes. This 'Swiss Defense' is one of the reasons that Switzerland was never invaded by Germany in WWII. (I know about the baking theory and don't think it holds water, I'll leave that debate to another time)
Also on the military side of the house, those mandates would of course not be made public.
In high shools I would start a program that administers an IQ test sophmore year. Those with an IQ bellow 115-120ish I would have taken to a 'feild trip' to a medical center where their valuable organs could be harvested and sold for billions on the international market. This would make our little country a hot spot for westerners to come and have procedures not avalible in their countries. With the huge influx of cash I would establish research centers for stem cell and gene thearapy research that could be done free of the restriction of in the united states. I would also declare my country a data haven, a place that doesn't recognize international copyright laws so it could be a server free for all.
Once we had a healthy flow of cash into my bank accounts (I am the dictator after all) I would start a crash prorgram to develop a cheap earth to orbit system.
Oh and my personal aircraft would be a Bombardier Challenger and I would have a garage complete with a Saleen S7, Ford GT, Lamborghini Gallardo and Murcielago, Ferrari Enzo, Porchse Carrera GT, and M-1a4 Abrams.
Cobra, I did envision a evolved NICS system, but your right the wording of the way I wrote it does leave alot of room for abuse, but given that under my system you would be free to own everything from GE mini-guns to M-1A Abrams MBT I think that there need be a system to make sure the insane and criminal cant get their hands on them...although with the omnipresence of civillian weapons would largley negate this problem even if they did get their hands on them.

I would also mandate a national fuel formulation, and open oil exploration and extraction in the entire country, the California Coast, and Gulf of Mexico

F.) Remove the restrictions on civillian ownership of weapons so long as they pass a thorough backround check. I would also make basic military and weapons training a required part of the curiculum of the all public high schools.
I'm not trying to troll, I'm not even saying that's my opinion. I'll I'm saying is that there is a large survialist community that would not accept the outlawing of firearms as a huge infringement of their rights. Firearms rights are an important issue to many Americans, myself included, and also a very devisive issue. I don't think it's too big a stretch of the imagination that if there one day was a point blank revokation of the the 2nd amendment it would cause a civil war.
Banning firearms is a good way to start a civil war in the US.

The war against the Blue helemts is going beter the I suspected, earlier this week we took the fleet yards on phobos which enabled us to take control of a substantial protion of near Mars space even out to L5. We are currently contructing a positron cannon to take out UN headquarters at Geneva (I'm glad they moved when the US left the UN in 2009 under President Rice, I wouldn't have been able to push the button on New York)
Now that we have kicked the blue boys off the surface we are moving ahead with our rapid terraforming plans. I have the 3rd Liberty planting fusion demolition munitions deep in the permafrost and ice caps that we are going to detonate in sequence to jump start our effort...we have a carbonous chondorite armor asteroids we are going to start aerobracking into the atmosphere in three months, our current computer models and plans indicate we should have a mean surface temprature of 500milibar by years end. My one concern is if the followers of what seems to be the new official religion of Mars, Cobraism, decided that they don't like terraforming. This might be a bad thing, although I have a hard time not liking people who love to drink so much. In either event I just prepare for the contigency of dealing with them. Must get the boys at Tharsis Aresonals working on some new generation Bio and Nano weapons. The strain of hyper-ebola we introduced in France is only 95.8% lethal, we need to work on improving this.
Since it now seems we will have our independence now soon enough I am trying to organize a constitutional convention at the resort complex at Vallis Marineras. I'm allready having the 22nd Hellas working on setting up security and hardening the site.

Lets not forget that if price are at the near two dollar level for much longer it will become economical to start tar sand extraction, I remember that during the 70s Shell was in the process of building a massive tar sand extraction plant in Colorado but when the crisis ended the scraped the program and the town infrasturcture was turned into a retirement community. I am told my my fellow geeks in the ce and geo departments here that there is roughly 35-50 years worth of petrolium in shales and tar sands in North American alone.
I maintain that the thing we really need is a national gas standard, an massive tax breaks for nuclear, fusion, and hydrogen power.
