The Daily Mail (UK) (6/16) reports that SpaceX “ignored at least two warnings from the Federal Aviation Administration (FAA) that the launch of its SN8 rocket last December might not be safe, leaked documents show.” FAA warnings “were based on its launch-weather modelling software, according to the documents, which were seen by the Verge.” Had the rocket “exploded, its shockwave could be strengthened by weather conditions like wind speed and endanger nearby homes, the models suggested.” SpaceX “went ahead with the launch, violating its launch license from the FAA in the process. CNN (6/15) reports that SpaceX is aiming to launch its Starship spacecraft on its first orbital flight in July, but “the company is not likely to hit that goal, CNN Business has learned.” SpaceX’s Starship “launch operations are the subject of an ongoing environmental assessment. Depending on the outcome of that assessment it may also be required to go through a more detailed review culminating in an updated Environmental Impact Statement.” Only “after that process is complete can the Federal Aviation Administration move on to licensing a possible orbital Starship launch. Those reviews and approvals will not be done in time for an early July launch, according to a source familiar with the licensing process.”******
The first 2 in the list (the more recent ones) deal with a bureaucratic controversy regarding the SN-8 launch. Remembering that the FAA bureaucracy is not a monolithic construct, but aggregated of individuals of varying expertise and opinion, it is clear Spacex got into trouble with some in the agency over how they managed that launch. But the Associate Administrator is satisfied they corrected their problems, or SN-9-on would not have been allowed to fly. So despite two recent articles in the newsletter being published, that issue is done. They already have permissions to fly SN-16 and SN-17 from Boca Chica without boosters.
The third article (16th) is different: that is a completely different issue. What is involved here is the launch of a Super Heavy booster, which has far greater thrust, far more noise, and 3400 more metric tons explosive potential (the booster propellant load per the Spacex website) if it blows up at launch. Considering the enormous risks for lethal noise and incredibly strong explosion blast, I am totally unsurprised that some sort of significant update of their environmental impact statement is required. This is not for the FAA, this is for the EPA, as I understand the process. Unlike FAA, EPA has no mandate to foster and promote the industries that they are intended to regulate.
The offshore launch platform is the longer-term solution for this hazard to human neighbors. Short term, if they fly SuperHeavy out of Boca Chica, the outskirts of Brownsville are only 10 miles away, and there humans living within 5 miles, unprotected except by flimsy residential construction, on both sides of the border. The FAA cannot grant a license to fly such a mission until this human safety issue is resolved first, which is integral to that EPA-required environmental impact statement.
As for Musk's tweet about flying SN-16 for a hypersonic test, let's just say I am initially skeptical. I presume this would be Starship without Superheavy, because of the environmental impact troubles. Starship has been flying with 3 Raptor sea level engines, for a total of 6 MN thrust. The takeoff thrust/weight ratio must be at least 1.2, and much-preferred nearer 1.5, for decent ascent kinematics. Musk himself has said so. The other 3 engines are vacuum Raptors. You cannot really stick 3 more sea-level Raptors in their place, because the sea-level bells are too short, terminating way inside the skirt. You think engine bay fires were a problem before, just try doing that!!!
But using the lower figure, that's 6 MN/1.2 = 5 MN Earth weight at takeoff, which is roughly 500 metric tons mass. Assuming 120 ton inert, and zero payload, the max propellant load is 380 tons. If you fly expendably without landing (letting it crash at sea), the mass ratio is 500/120, or only about 4.166. With a sea level exhaust velocity of about 3.2 km/s, your max theoretical delta-vee is 4.56 km/s. Knock off around 30% for gravity and drag losses (because of the low T/W factor), and your max speed would be in the 3.19 km/s ballpark. At around 300 m/s speed of sound, that's around Mach 10.
Theoretically, that's well hypersonic, which for a "pointy" shape like this starts around Mach 5 (closer to Mach 3 for a blunt shape). But what good is such a test unless you recover the test article? Which would be the heat shield tiles on the skin of the vehicle. After exposure to hypersonic temperatures and wind blast effects.
Try saving back around 25 tons of propellant for the flip and landing. Now your mass ratio for the ascent burn is 500/(120+25) = 3.44, for a theoretical delta-vee of 4 km/s. Knocking off 30% for gravity and drag at poor T/W, peak ascent speed is nearer 2.8 km/s, or Mach 9. I am surprised it could do that much. So, it looks like a practical hypersonic test could be done, despite my earlier skepticism.
The most important thing to demonstrate on a hypersonic test like this would be controlling the vehicle during a hypersonic entry into the belly-flop descent. That is exactly what it will have to do coming back from orbit. None of the flight tests so far have come even remotely close to such a demonstration: all have entered the belly-flop from essentially hovering. Such will NOT be available during a descent from orbit. The propellant to stop in midair will NOT be available.
Now that I know such conditions are indeed reachable, just flying Starship without a booster, I changed my mind and think the hypersonic flight test is a good idea. But only if they can demonstrate hypersonic entry into the belly-flop during such tests. It may take multiple mid-air losses before they figure it out. No one has ever done such a thing before.
If I were in charge of engineering at Spacex, I would recommend to Musk that hypersonic entry into the belly-flop be demonstrated without the Superheavy, before attempting an orbital mission with that booster. By the time that demonstration is done, the offshore platform could be ready, and the environmental impact statement update problem associated with the Superheavy goes away. And more of the orbital mission would have appropriate test experience behind it.

Meanwhile, I saw something in the Starship is Go thread regarding the bureaucratic troubles Spacex has gotten themselves into over licenses and environmental impact statements. Perhaps I could shed some light. See attached Word.docx file. I wrote it after perusing that thread. It might make a good post.

According to today's AIAA's email newsletter "the Daily Launch", Spacex has gotten itself tied up with an environmental impact statement problem. As a matter of law, that environmental impact statement thing has to be resolved, before (!!!) the FAA can grant a license for Spacex to fly Starship/Superheavy out of Boca Chica. I saw nothing to prevent further Starship-only flight tests, but the article explicitly said there was no way Spacex could possibly legally fly the orbital mission in July.
The article did not say what the environmental concern (or concerns) were, but I rather suspect that (1) lethal levels of noise more than 3 miles away and (2) a rather large explosion hazard near that of a small nuclear warhead, are the causes for this ***. Those two risks are precisely what the offshore launch platform alleviates in full for Spacex, so it is perfectly clear why they are building such a thing. Superheavy has a lot more takeoff thrust than Saturn-5 ever did (initially 7.5 million pounds, later 8.5 million pounds).
The main reason that the larger-than-Saturn "Nova" rocket was never built was the lethal noise and giant explosion hazard at Cape Canaveral of rockets very much bigger than Saturn-5 (15+ million pounds, ranging upwards of 25 million pounds). A 28-engine Superheavy has 56 MN of thrust, which is something like 12.6 million pounds. They will need 32 to 37 engines before they are done proving this design out (64 to 74 MN = 14.4 to 16.6 million pounds). That kind of thrust level is ultimately driven by the T/W=1.5 requirement at liftoff with a 1400-to-1450-metric-ton class upper stage, to achieve adequate acceleration kinematics. Those physics are simply inescapable.
In my own opinion, an early orbital test with Superheavy like the supposed July test may be premature anyway. The offshore platform is nowhere near ready, plus neither stage will be recovered, except as floating derelicts after splashing down (hopefully gently). They really need the landing leg solutions for both stages, and they are not the same. Nor is either landing leg solution the same as that on the Falcon cores.
Even if they do reach orbit and return per what was the July launch plan, they do it with a very incomplete (!!!) design. Bear in mind that one successful flight to orbit demonstrates very little of what is really needed to have a reliable orbital transport, much less what is necessary take this vehicle to the moon or Mars. Even if they pull this first flight off before year's end, it is a mistake to read very much into it.
That is because PR press releases are notorious for overstated lies. And everybody knows that is true, even if they won't admit it.
*** Don't go telling me there is no way that a chemical explosion can do the catastrophic damage of a nuke. I know better! Even at 1/4-1/3 yield for no fuel oil, two 10,000 US-ton shiploads of ammonium nitrate did the damage of a ~4-5 KT nuke to Texas City, Texas, in 1947. The same with many other ammonium nitrate explosions from the 19th century onwards, including the fertilizer at the agriculture business in West, Texas, a few years ago. Only 20-something tons exploded there. Which is precisely why there still is a town of West, Texas. West is only about 30 miles from my home, as the crow flies.
I suppose the forum guys might like to see this, most likely in the "Starship is go" thread. I tried unsuccessfully to submit from my wife's computer today, now that she has run some anti-malware (that process is not done yet). I saw the same "bad referrer" problem as before, even though the other symptoms I saw on her machine have seemingly been corrected. So, no further progress, not yet.

I send a copy of the post and hope he might be able to try it in the next day or so.
The essence of the post is that there is (apparently) a referrer code that is used for security purposes. Apparently that code can be changed by software on a person's computer, and if it does NOT have a value of "2" then the error will be generated.
I'll post a copy of the advice in Housekeeping.

to meI just posted a second landing leg concept on "exrocketman". This one uses link bars to put the extended leg in a vertical positrion, eliminating bending in the leg in favor of just compression. That enables a lighter leg, but stance gets reduced. The height to stance ratio is not as good as the first concept. I also came up with a slide-out-and-rotate pad for the end of the leg that eliminates the big pad hinge moment, and greatly reduces bending in the pad structure. This pad design could be used with either concept. The two concepts sort-of bound the design tradeoff space between lots of bending driving heavier legs but with a better height/stance ratio, and compression-only lighter legs that are associated with a poorer height/stance ratio (although still far better than the "stumpy little 6-legged freaks" flight testing right now). You might let the forum guys know.

One of those would involve you. This post is intended to confirm that you are willing to assist with problem diagnosis if asked.
What you would be asked to do (If GW Johnson decides to proceed) is to change the password for GW Johnson and log in as him.

1) Record the email address GW Johnson is currently using
2) Change the email address to a new one you have available. (eg, family member willing to permit temporary use)
3) Ask FluxBB to send you a recovery password via the new email address
4) Log in as GW Johnson and perform a post
5) Log out and restore the original email address for GW Johnson
6) Notify us that GW Johnson may proceed to recover access to his account using the password recovery procedure
In this scenario, you would perform a test post while logged in as GW Johnson.
If your theory of the situation is correct, you will be able to perform the post without difficulty.
That action will confirm the server itself is not the site of the problem.
If you are NOT able to perform the post, then we will have more information with which to work.

What I wanted to post and could not, was that I just put a concept design analysis article about Starship landing legs up on my "exrocketman" site. It deals with the simplest, most straightforward update of the Falcon-9 landing leg idea reworked for Starship. It complements what I said about landing legs in the just-previous Evaluations of Starship/Superheavy article.

For SpaceNut re GW Johnson problem report
Once again, I cannot post. This is a copy of what it said:

I tried again today, and cannot post. Not at all. As to the meaning of the message, I know those are English words, but I do not share a common dictionary with the writer of those words. It means absolutely NOTHING that I understand!
What I wanted to post and could not, was that I just put a concept design analysis article about Starship landing legs up on my "exrocketman" site. It deals with the simplest, most straightforward update of the Falcon-9 landing leg idea reworked for Starship. It complements what I said about landing legs in the just-previous Evaluations of Starship/Superheavy article.

I will write back to Dr. Johnson to pass along additional suggestions for things to try.
I offered to set up a replacement ID using one of the newly refurbished ID's, so perhaps he will accept that offer.
We need to find a solution.
Your opening position appears to be that the problem has something to do with Dr. Johnson's computer.
My opening position is that the problem is nothing to do with the computer, but instead is caused by a problem on the server.
An easy solution is for you to change the password for the GW Johnson account and log in as GW Johnson to see if you can post.
If you can, we can assume the problem is on the computer GW Johnson is using.
I believe (if memory serves) this is his wife's computer.

There is a global summit coming up, and it is possible that major players are flexing their muscles to disturb the Internet.

I have run into a problem I have never seen before. The forum lets me log in, but will not allow me to post. I tried 4 times without success. It says some nonsense about "bad referer" and seems to think I got onto the page from an "illegal site" or something like that.
The diagram you want for "weight vector within footpad polygon" was Figure 20 in my "exrocketman" article "Reverse-Engineering the 2019 Version of the Spacex Starship/Superheavy Design", posted 22 October 2019.

It should be noted that the ID Recovery project is placing a strain on the server.
I will stop work on Id Recovery until we have an all-clear from JBurk.
