A normal law of physics is a law that always applies, rather than a special law that for some reason only applies to human brains.

As for psychic machines lets perfect good AI first.

I was thinking of a machine that an ordinary (non-psychic) person could use to replicate the abilities of a psychic.  It would not necessarily have an AI at all.

For the sci fi story idea above I was thinking of including psychic dolphins.

A lot of animals have some interesting senses that people lack such as electroreception and magnetoreception.  Many also have highly developed post-sensory cognitive abilities like echolocation.  If these abilities are sufficiently refined, they can duplicate many types of "psychic" abilities.
