It sounds interesting. It will be difficult to justify going to the moon first to reach mars. The only advantages being any assembly advantage or resource utilization the moon or L1 may have. Common wisdom suggests this would be an infrastructure intensive approach and may not be an affordable way to get to mars. It all depends on what technology is available and how efficiently Lunar resources will be utilized. I am curious about what would be the target date for such a mission and what enabling technologies they expect to have in place.

The article is not entirely clear, but I think that they are studying missions to the Moon and missions to Mars, rather than a mission that goes to the Moon on its way to Mars.

I think you don't read this article correctly,
Its discussing their Constellation Project and extending this from Low Earth Orbit ( LEO) to the moon and eventually to mars and the issues surrounding this proposal.
They have 6 months to determine, issues and technologies for both moon environment and mars environment. Here we go, trying to work on issues for the moon and mars at the same time and they have some similarities and some differences. But the process for working on a long term strategy for humanity in space must include the moon for resource processing and Mars as the first permanent human settlement outside earth.
