Thanks for finding and posting this update on current plans to update policy, as well as a brief summary of previous efforts.

The article includes explanation that the evolution of the space industry requires adaptation by government agencies responsible for implementing the Outer Space Treaty. 

I didn't see the expression in the article, but a worthy goal would be a "one stop shop" for an entity wanting to launch a satellite for commercial or even just for vanity reasons, as is now feasible with ultra-low-cost launch companies arriving on the scene.
