Evidence of buried glacier in Valles Marineris

I found this very interesting work

Valles Marineris may be an interesting site for the first manned mission.

This old article supports the idea that permafrost (Which could be ice free) should extend down to 3.5 kilometers at the equator, 8 k at the poles:

This article to me seems to be the similar material to the PDF you provided, perhaps crafted for a lesser mind such as mine.

But I am excited by this.  Should it be true, then humans can avoid the high latitudes at first and can have abundant water.
