This old article supports the idea that permafrost (Which could be ice free) should extend down to 3.5 kilometers at the equator, 8 k at the poles:

This article to me seems to be the similar material to the PDF you provided, perhaps crafted for a lesser mind such as mine.

But I am excited by this.  Should it be true, then humans can avoid the high latitudes at first and can have abundant water.
