No Publiusr the Martian rovers and those robot probes are not the cause of NASA's cash flow problems. You can claim they are nickel and diming NASA but that is completely irrelevant compared to the likes of the ISS and the shuttles budget drain.
Robots so far have been an unqualified source of scientific and technical advances and are one of the few "sciences" that are making great leaps each day. Your decrying them as stagnation is simply so untrue. It is true that a geologist on Mars could have done all that the rovers have learned in a couple of days but we dont have people on Mars nor a capability to send them. Since we designed those rovers the science of robotics has made great leaps and the next generation of probes will be so much more.
It really comes down to capability versus time and of course cost and operating costs. This is why we are using robots and will have large contingents of them on the Moon where they will be able to operate a lot faster with Human oversight and do so much more. But they will not replace Humans, but they will support and empower human missions.
Oil prices where mostly pushed up by a bout of panic buying and a bit of hoarding not to mention people seeing a means to get profit. (price gouging)
Needless to say it will go down as there has been released a lot of crude oil from the supplies of the USA and refined petrol from the EU. There still is a problem with those 8 refineries being out of action and not liable for being put into action again for a long time.
Hopefully the price drop will not be followed by small price increases as demand again outstrips supply.
PS Do people in the USA know what rice pudding is as there is approximatly 500,000 all day meals going across the atlantic right now. And from my experience of the meals we serve in floods disasters national events they allways have rice pudding (I wonder what regulation insists upon it). They also insist upon feeding us this stuff when we are in operational service.

Right Ophelia though still a tropical storm is building in strength though for the most part stationary. For those reading this who do not know the atlantic waters are cold and it is unlikely any Hurricane can get to more than a level 2 in just the Atlantic waters alone. Not enough energy to feed of. Water temp about 5 to 6 degrees
But, If one of these tropical storms can enter the Gulf of Mexico then they will find very very hot water (30 degrees). This is how Katrina a level 1 hurrican became so powerful.
On this side of the pond and with the Mayors order to evacuate everybody it leaves us the question what will the USA do with a badly damaged city with a lot of buildings needing to be torn down and replaced.
Why
The reality of floods are that the water is a disgusting mixture of everything from sewer water to gasoline to all the biological and chemical contaminants that the water covers. This will now be embedded into the woodwork of any building and to be coating any spaces inside those buildings. This in effect means that people cannot stay in those buildings until they are completely decontaminated, effected woodwork and plaster replaced and the all electrical wiring and water systems done too.
New Orleans is a city where the choice is A) abandon the city and leave it fenced of or B) Flatten a large part of it and rebuild and keep the buildings that are truly important the rest take the cheapest and best option. The bulldozer and entire new piping and electrical infrastructure.
Can the USA afford to rebuild a whole city - Doubtful will almost certainly require Trillions of investment. Many of the worst hit areas ie the poor areas had no insurance. Certainly whatever happens this will be the single biggest insurance payout ever and is likely to bankrupt companies heavily involved. There is also the possibility that the energy and drive to rebuild such a city and make it safe may spur the USA economy and actually bring some good.
Is rebuilding New Orleans a good idea - New Orleans was allways at threat from the changes in climate and increased storms. Rebuild New Orleans and you may well have to do it again and again. Then again there is nothing to stop New Orleans being built a bit further inland and a lot more impressive defences be built at the same time as the city is being rebuilt.
What is to happen to the people - Many will move away from the city though a lot will wish to return. But for a long time the city that was New Orleans and its culture will not exist.

What are the chances Pres. Bush will begin more actively/quickly pulling troops out of Iraq in order to cut costs and buoy up greater $$ for Katrina relief/rebuild efforts? He wanted to stay another 2 years, perhaps even 4 (can't recall which...brain pan a bit low today) in Iraq.
Considering the enormous costs of both combined...something's got to give. U.S. wealth isn't inexhaustible.
Troops home sooner than anticipated? I'd be surprised if not...but I've been surprised before.

Cindy with the political situation in Iraq as it is and with the likehood that the constitution will fail in the referendum it is unlikely that any pull out will be possible. Actually the reverse may well be needed as the Sh'ite and Kurds are beginning to stress there intolerance of the mostly Sunni terrorists. The recent stampede at the the bridge is being openly blamed on Sunni inspired insurgents and there is serious talk of civil war. We also have the openly cancerous sore that is afghanistan where most of the country is still in the hands of Taliban inspired warlords. These Warlords are using there almost complete dominance of the heroin drug market to finance there operations and since the locals support the growing of these crops we will have a very nasty police action to reduce the power of these Warlords and deal with the drugs.
The problem also is that the strong Alqhaeda prescence still in Afghanistan is causeing the Pakistani goverment a lot of problems. The attacks on London where inspired from Pakistan and it is likely Afghanistan too.
So troops cannot be called home in fact the opposite we will need a lot lot more soon and they will be there for a minimum of at least 5 years.
all I can say is great and the only other tropical storm is unlikely to head towards land either.
Still more time for storms to develop but it is likely that the very high water tempatures that exist in the gulf of Mexico will start to cool soon, more good news.

The Mars Global surveyor has had a major computer failure and has shut down to safe mode. The main computer is not functioning and the secondary has not the capacity to carry the mission on.
And now if you check the same site here comes Maria. Great two large tropical storms in the "wrong" place for us.
They could well be springs to absorb shocks on landing.
Another option is that they are a mechanical means to give a guick leap before the main thrust happens so evading damage from dust blasted up by the rocket. If they are such a mechanical means then they could also be for a limited short range movement basically an ability to hop to interesting features instead of having to carry a drive train and wheels.
And they could be both. But it really is a bad picture and does not give too much away pity. On a side note I did a bit of work on a plan for a robot that would hop using small explosions of hydrocarbons. Called it the flea and I worked it out that it would have a decent speed when fully going. Just couldnt really work out a way for it to stop.
The engineers have begun to collect the sandbags and supplies near to where they hope to secure the broken levy's. When this happens they can then start pumping water out.
But there is another tropical depression forming in the Atlantic this one is called LEE and it has the potential to follow the same course that Katrina had and cross florida to get powered up in Gulf of Mexico.

Sorry publiusr but I cannot agree with you at all the "penguin" as a series of probes and the idea behind them are an excellent idea. When we go back to the Moon one of the most important things that needs to be done is to find specific minerals and there locations. Ilmenite a lunar mineral is important to us as it will provide not only building materials but also air in which to breathe and to expand our habitation.
But if we also are looking for PGMs then we need to be able to get a lot of essentially poorly mapped lunar surface ( + or - 50km) covered and quickly explored. This will give us the best places to look for what the signs of the minerals we want are located. The most impressively travelled probes ever on a planetary surface where the Lunkhod series of the USSRs they travelled about 17km and 21km respectively though they did not have the science potential that the Mars rovers now have. Penguin class of robotic rovers would give the opportunity to map, explore and locate good sites for further exploration quickly.
So is it a toy, NO is it deserving of file 13, NO. What it actually does is improve and enhance the future missions to the Moon.
The one that has everyone worried
Lee is in the right place and is feeding from the warmer tropical waters. It is likely to be turned towards the USA within the next 48-72 hours. Though Lee is small at the moment it has potential to be a Cat 1 Hurricane.
The danger lies in if it was to come into the record breaking gulf of Mexicos water. They are the hottest they have ever been recorded at and that is 30 degrees. If a tropical depression enters that waters then it will be quickly "powered up"
Hurricane Katrina has put out of commision a total of 9 refineries. 1 will hopefully be back on line this weekend but the other 8 need the power infrastructure and damage done to be sorted first.
Even with the 500 k gallons released from the USA oil emergency supply there is likely to be little relief as this is crude oil released and there is little capacity to refine it.
But the good news is that in Europe where there is spare refinery capacity the refineries have gone to full production and over 20 tankers have been chartered to move this refined petrol to the USA. Also unlike in the USA the EU keeps an emergency reserve of already refined petrol EU leaders are likely to announce tommorrow that this reserve will be used to provide more fuel to the USA. The problem is that this fuel is unlikely to make any dent in the USA's problem until late next week.
As I mentioned earlier today most experts agree that there is the phenomonom called global warming and that it is affecting our enviroment. The disagreement is what is causeing it. But we have to look at what has changed on the planet in the last millenia as an answer. There is no volcanoes, Earth has not wobbled, our orbit has not changed, the sun is not emitting more energy so that leaves mankind.
One other phenomonom that we do agree is man related is global dimming. This is where more sunlight is blocked from the Earth by particulates in the atmosphere especially the upper atmosphere. Some of these particulates are caused by planes travelling high and some by extreme fires. But most of the new particulates there are industrial by products and as such show up in like the Ozone layer being weakened.
Global dimming has reduced the sunlight reaching the Earths surface by about 20% in some areas around the equator. Our problem for Global dimming is that though it reduces the amount of water evaporated in the equator it actually heats up the upper atmosphere. This upper atmosphere is where the powerful storms get there power from. Hurricane Katrina is an example of a storm that was boosted by its reaction to a high pressure area of heated air in the high atmosphere. What this means is that global dimming and those heated upper atmosphere increases the power of storms and changes how air currents operate.
Seen it myself and a very intresting concept. Some problems though with the prototype in that it relies on GPS for navigation and of course there is the possibility of rough landings/flights. But still a very interesting concept and I wonder what it would take to make a mineral survey version
When oil prices start to rise then it starts to make the alternatives and the costs of implementation look a lot more attractive. The Oil cartels actually want to keep prices low as they know we have reached the point where technology actually has alternatives to there product and if they price too high they can be hoisted by there own petards.
It is not in the interest of OPEC to actually have the world leached of its diet of crude oil and like in the seventies they have put a lot of money into ensuring that our craving for oil is met and the alternative energy sources are just ignored as too expensive. But we may have reached the point of peak oil and this means there is going to be less and less around and with demand increasing the prices must rise and stay high no matter what they wish.
Now alternatives begin to look a lot more interesting again and the only one that has the capacity to keep the USA in the lifestyle it currently enjoys is that of a hydrogen economy. Now all they need is platinum, wonder where they can get it. Hmmmm
We are actually in a strange position when it comes down to pollution and its effects.
Take for example the aerosols that are blamed for the creation of the hole that is formed at the south atlantic and increasingly the North Pole too. So we can reduce there intensity and hopefully the O3 holes will disapear.
But what those aerosols and extra carbon in the atmosphere are also doing is protecting the people of Earth. There is a thing called Global dimming and it is recognised and is being recorded as increasing each year.
Global dimming is where particulates thrown into the atmosphere and created by the transport of Aircraft reflect some of the sunlight that is hitting the Earth and sends it back into space. What this means is that though Global warming is bad this global dimming actually stops some of the worst effects of the heat increase. But like everything it has a down side too this being that plantlife are not getting as much light as they used too and so harvests are reduced. Less moisture is being evaporated so less rain falls so crops fail.
We are playing with a very big machine that is our Earth and we do not know what we are doing nor do we know how to stop. Would it be ironic that we can reduce the amount of carbon and aerosols into our atmosphere and end up getting a lot hotter world as this truly artificial protection is removed.
It is due to Japan being able to move substantial quantities of food and necassary items by use of there highly developed train system. A very high economic price of oil will hurt in the plastics and chemicals industry but it should not have too much effect on transportation links.
The USA in particular relies on the cost of oil being cheap and cannot fall back on other transportation means like Japan. Western countries like the UK are in a bad situation too as they also are heavily dependant on road transport for delivery of goods. Though I do know that in the UK the train is making a big comeback especially when powered by electricity.
Still its going to be a sore one for a while till they can get oil production back into some form of order and this means Iraq and Venezuela too as they hold incredible capacity.
Right Hurricane Katrina is finished and now comes the cleanup. The problem for the USA is that there is a prediction that up to FOUR more hurricanes can hit the USA in the time left of the season. And sitting in the Atlantic right now is a depression that could follow up to Katrina. It is not the Atlantic though that is the problem it is the warm water and high pressure of the Gulf region.
Lets hope we do not get a repeat of Katrina this year but unfortunatly the likehood is quite high.
