Well, stringtheory defines matter as a twist of strings (basicly an entanglement of assorted possibilities all tied off from this reality) gravity is a majority of these strings twisted in a "clockwise direction" the greater the twist, the greater the gravity. So strings twisted in the "anticlockwise direction" are gravity in opposition. Therefor Antigravity systems would involve twisting the very great mass in the opposite direction and causing a repulsion between our ship mass and the planetary mass.
The complexity, dificulty and strategic interests of Antigravity requires any nation having them to keep them as either warships under its control or as orbital lift tugs for civilian interests keeping technological control over who goes into space and having less engines and more ships-reducing long term cost. So a spaceship the size of an ocean liner or cargo tanker would sail from a coastal port, and be lifted into orbit by an orbital lift tug.
Aerospace fighters will on the otherhand be small unmanned swarm drones for orbital combat, space warfare, and oneway orbital bombardment.
Without an antigravity engine, they cant land on some other world and take off again. That means a restriction on movement even beyond the apparent control of Earth Government.
It controls where people can go. It allows governments to restrict access to space.
