The solution is to build a pipeline from the equator to the poles. CO2 gas flows from the equator into a condenser where it liquefies. The CO2 liquid is then pumped into a pumped into a pipe to bring liquid CO2 back to the equator. At the equator the CO2 is heated and expanded though a turbine and then exhausted back into the pipe heading north. Probably won't work because of losses over extremely long pipes. However if it did work as a side effect you would get heat transported from the equator to the polls which would help melt the ice caps and drive the greenhouse effect.
