At the temperatures you are talking about Errorist, regular chemical reactions you are familiar with don't work anymore. If you actually do heat up water until it breaks down, and keep the resulting H2/O2 hot, they won't burn.
The plasma wouldn't either, and if you cooled it down, it wouldn't be a plasma anymore.

Sure, but seperation is hard. Really hard.
If you cool the gasses back down again while they are still mixed, they will just burn and turn back into steam.
