*Found this at today's spaceweather.com.  Have been wondering this myself.  Will there ever be a consensus determination?

Ask a dozen scientists and politicians and you're likely to get a dozen different answers. 50 miles above Earth? 67.3 miles? 100 miles? Dr. Gbenga Oduntan of the University of Kent lays out the options in his essay (linked above)

I guess from a human point when the air can no longer sustain one's being. But from a rockets stand point it would be to achieve orbit velocity. Also from a rockets stand point that would also be re-entry heat shield required.
