Can you shoot these beads through the Ionosphere to collect opposite charged ions? They would be shot from one Geo. orbiting satellite and collected by another Geo. orbiting satellite regenerated and the ions removed and stored.Then the process is repeated over and over between the satellites.

Not really. Ion exchange resins don't work much at all without a polar solvent (like water) and won't soak up diffuse ions floating around in the atmosphere.
Also, the drag on the little beads would make them fall right out of orbit and burn up. Poof.
