Gravity is greater at the poles of the Earth because the Earth is not spinning as much. This why you would weigh more at the poles. At the Equator the Earth is rotating at near 1000kmphr. If you were to have a pipeline with both openings at the same elevation at each location water would flow from the pole to the equator.If we can build a pipeline from the artic ocean to the Fl keys it would be possible to pump very cold water using the Earths rotational velocity as the pump. No electricity needed. Open a valve near the end and cold water would flow to the keys thus weakening hurricanes and perhaps preventing tornados if cool water is sent to the Gulf Of Mexico.Also, How much energy would it be able to produce when not fighting Hurricanes and could that energy be used to launch spacecraft to space??

Since there is no divider between the Arctic and Atlantic & Pacific oceans, why doesn't the Arctic ocean drain and dry up and all its water pool at the equator? Because this force is miniscule compared to the inertias involved.
The friction force alone in your pipe would stop the water dead anyway.

It does pool at the equator and that is why the oceans bulge out at the equator due to the centrifugal forces. But, there is so much water it drains back due to gravity thus creating the ocean currents.

It would be much, much more effective to simply build a dam across the Bering Straits, and power water through one way or the other. Uses much more water, but hey, you could build a rail line on top and connect the whole world (minus Australia)...
Of course, this forgets one small thing: it's stupid and insane, just like the really long pipe. You'd be better off developing some kind of foamy goo to bomb the ocean with and increase surface albedo or lower evaporation if you wanted to harm hurricanes. And if power generation is wanted, there's plenty of other simpler ways of generating much more power.

As long as it is submerged during the tides it will flow towards the equator. Calculate the velocity at or near the Keys in Florida?? It reminds me of the vanes on a pumps impellar tossing the water outward due to the centrifugal force. every bit of the ocean is traveling at 1000kmph near the equator but near the poles it is almost stagnet.

Nope, not melting ice at the poles at all. What is removed will be replaced by the ocean filling back in. Calculate the velocity of the water going into radius 1,then calculate the velocity of the water as it leaves the tube at radius 2.

The effects you are going to have to calculate have to do with the Sun, Moon, wind, density currents, etc.... Add shorelines and underwater mountains.
