Any way to combine these two technologies to make a hybrid system that is more effecient and adds greater acceleration?
Like accelerating the ions to a greater velocity during the acceleration phase.

No.

The VASIMR microwave generators will do a fine job at this already, and a large chemical laser would only be able to fire for minutes, not months, and it would be extremely heavy.
