Sovereign Wealth Fund

On Earth, Sovereign Wealth Funds have been established in a few Nations.

Such a fund would appear to have some merit for Mars, because the sources of wealth are currently unknown, and because an isolated community will tend to care more about the welfare of it's citizens than might be the case in a densely populated region, such as the Earth.

In post #3, we will take a look at a fund recently created in Canada.

Re: Sovereign Wealth Fund. My point is the project must be owned and operated by the corporation that built the equipment to harvest the resource. But there are taxes. Government doesn't own the resource. I don't want anyone to propose nationalizing the hydrogen resource. Your post in "RobertDyck Postings" seems to indicate that. That's why I posted my ideas for Canadian taxation. Which involves reducing tax for average working people, but not eliminate all tax.

By the way, I sent email to Canadian federal ministers, and received responses. They did read what I wrote. Often the answer was no. As for my big plan for federal taxes, tiny hints of what I asked for appeared in the budget, but the overall strategy did not.

As for Mars, I have posted several times my ideas for Mars. I want a single federal government for Mars, not dividing the planet into multiple countries. But federal laws would be minimal, each city would have a great deal of autonomy. Each city would have almost as much authority as an American state.

A corporation would own and operate the ship to carry settlers to Mars. The corporation would pay something to subsidize the federal government. And any large corporation would have to pay something to the federal government as well. But no individual income tax, no federal sales tax, no duties or tariffs, no luxury tax, no EI or CPP (Canadian), no Social Security (American), no Medicare tax, no federal tax of any sort. Only large corporations would pay anything to the federal government. A home based business would not pay anything either. But the federal government of Mars would sell land. There's a lot of land on Mars. Once someone buys land on Mars, they own the mineral resource beneath. That could include hematite concretions (high grade iron ore), or potash (potassium fertilizer), or ice, or other.

For RobertDyck re #6 ... your vision seems quite different from the concept of a Sovereign Wealth fund.

The entire premise of the Alaskan structure is that the state owns the wealth of the part of the planet where it resides.

In other words, every human in that region participates in ownership of the material resources available. 

Your vision comes across to me as similar to the attitude of Europeans when they entered the fully occupied lands of North America hundreds of years ago. 

Individual humans could and did lay claim to plots of land, in contrast to the native Americans who considered the entire landscape to be a shared commons.

My understanding is that the attitude of Europeans of the time was a reaction to the restrictive land ownership policies of Europe at the time. In Europe at the time (as I understand it) property was passed from father to eldest child (usually a son).   Offspring after the first were unable to own land.   The (apparently) unclaimed "property" in North America looked like (and was) valuable assets just waiting to be claimed.

The model of the Alaskan wealth distribution plan is worth your study.  I suspect that enlightened humans devised that plan.  The idea of distributing part of the wealth to every citizen (with a few limits described in the post) has the valuable side effect of reducing the need for support services.  Each citizen is free to spend the proceeds as they think best.  The net effect is to generate millions of tiny optimum spending centers across the landscape.

Your vision of a small group making decisions for everyone seems to me to be a recipe for disaster.  We see the consequences today in Russia, North Korea and similar states (or pseudo-states) today.

I would like this topic to explore the idea of Sovereign Wealth funds and the Alaskan variant. Your vision appears to me to contain none of the elements that make a Sovereign Wealth fund, or the Alaskan variant, attractive.

This topic is available for NewMars members who would like to help develop a similar plan for Mars.  The entire planet is available to be claimed by the first human who lands there, or it can be claimed for human kind and managed appropriately.
