Some type of Croatian thug is allowed a new job get a mission done, retrieve the water, chemical and food stuffs payload fired from the poles, a type of Sam Bankman-Fried has assets taken he is fired into Mars is taught new ethics he must be honest and balance the budget for the long Martian year. Food that young energetic Yakuza guy who has disciple but was troublesome among even his own gang, the Japan guy that chopped off his own finger a new mars life he is allowed have a fish farm on one of the artificial Martian Lakes and runs a Mars fast food franchise, a French robotics guy but a crook, this could be one of my worse ideas but think 'French Foreign Legion'. This is no offense to any people or culture or nation but Mars starts fresh once again.
Perhaps there will be a person, wall or machine of guidance, a set of morality book guidance. They will be give a AI monks or an AI priest and reset religion to pray to, maybe some Buddhist or Christian or something with reborn chances. They will be allowed keep an element of whatever they believe Christian, Buddhist, Jewish, Agnostic, Hindu Faith, Shaman, Jainism, Shinto, Zoroastrianism, Atheist but the must things like the Mars festival the Martian systems of harvests, the Biosphere with essential water chemical and food product whatever local system trees and miner mountains support the 'New World' for past sin to be forgiven on the New World of Mars perhaps an oath or a Code of Honor that comprises articles, Mars will not welcome a criminal but Mars might give someone a second life chance? The new Martian will be highly trained, most will be rejected by mental and physical tests, the Ouranos-Houtu Project is unique in that it is open to foreign recruits willing try again and follow the new rules of a new world.
Beyond Mars? without longevity it might be a generational ship 140 years at 10% the speed of light, the closest exoplanet with potential for life is one of three planets orbiting a red dwarf star called Wolf 1061 that's just 14 light-years away. If we send a human group to Mars and beyond to other stars, a human who raise animal or enhanced synth biological and maybe politically I do not like to type such info because it is an unknown and we must consider all options but if we are the only human level intelligent life in our local Galactic sphere
and if you would solve a human colony workforce for Mars and if it works on Mars and perhaps expands 'Beyond' then Perhaps an offworld set of similar rule sent to Beta / Alpha Centauri system, Luyten 726-8 or Gliese 65, Wolf 359, Barnard's Star, Ran or Epsilon Eridani.
The new arrival will qualify as a Martian by sweat and mental effort and determination and mind or body hours of effort and they respect their fellow men and women who might one day sacrifice by even spilled blood, even the blood and water and chemical nutrition of their body recycled to become part of a New-Earth II, the New Mars land offered to them will only be a small Biosphere colony a smaller Biodome Village but a new place for disgraced or "wronged" men looking to leave behind their old Earth lives and start new ones.

Sending illegal type people with crimes to Mars and having them forgiven or legally pardoned and then retrained seem outrageous even in fiction. Even having a fictional entertainment world I don't think it is a good concept to have a type of Army a Foreign corps of Military but with past crimes needed to be legally annulled, or deleted or forgiven. The French system offering otherwise barred foreigners from serving a position inside one of the Mars colonies, in a ways you would be creating 'Starship Trooper' type while rewarding the mindset of 'Mercenary'. As of now in our real world France is starting to have loss of influence in its former colonies, the 2023 African protests, a Niger crisis, followed by Burkina Faso, Mali and on the other side Guinea-Bissau, Ivory Coast, Liberia, Nigeria, Senegal, Sierra Leone there is influence from European Union, United States, African Union, United Nations and influences from Russia, Wagner Group and the Afro Centrism Separatism Republic of Biafra IPOB there are also a series of ongoing protest and a coup d'état happening.
