We've had Scottish Prime Ministers in the past. Welsh ones, too. Not being English is hardly an impediment to being the head of the British state. I suppose some people just aren't comfortable with multi-ethnic states. Wouldn't be able to get their head around Switzerland then, if they struggle with the concept of the United Kingdom

Though whether some of our past PMs were *culturally* Scottish may be up for debate. A fair few PMs have been pretty keen to erase the indigenous cultures of Britain.
