Gubbering and Frankenstiening were the terms thrown out there when the first shttle derived vehicle was being discussed from from mix and mtch parts from boeing, lockheed and shuttle to create the first SLV designs....Then came constellation which argued about man rating and the 2 rocket combination.... Then came the current version of SLS.....starting 2004 to current all funds basically for workfare.....

One problem brought about through creation of ULA is monopolistic pricing policies, and the lobbying for "workfare." The elected representatives are loath to stop it in various states where the OldSpace companies reside. The biggest issue is the cost-plus style contracts issued by the guberment. The SLS seems to be the most egregious example that immediately comes to mind.
There's an old joke about camels: "A camel is a horse designed by a committee;" I'm changing it to "A camel is a horse designed and built by a cost-plus government contractor."
