I kinda like this approach... Bit like U.N. peace force on steroids...
PRT: Provincial Reconstruction Team (PRT).
PRTs are joint civilian-military projects involved in reconstruction schemes in more deprived and violence-stricken parts of the country.
It seems to work: they get better intelligence from the village leaders, and I'd guess it is a great way to 'get to know each other' as human beings...

Except we have ZERO experience at being an imperial power. The British did a pretty effective job for a few hundred years.
