India To Launch Mars Orbiter In 2013

11/30/2006 10:10:39 AMIndia is beginning the definition of a small Mars orbiter for launch as early as 2013 on India's geosynchronous space launch vehicle.
The spacecraft, costing only about $70 million excluding the booster, would carry instruments to research the Martian atmosphere and sub surface, possibly including a radar. The mission is probably more significant at this point in that India is planning to do it, rather than what scientifically it is planning to do.

Outsourcing Mars ?
It's the Moon they are doing first, not Mars. Chandrayaan I is their big mission (Lunar), its looks very good and it seems NASA will be working jointly with the ISRO on this one.
It will survey the lunar surface to produce a complete map of its chemical characteristics and 3-dimensional topography
They have also talked about doing manned missions but maybe that's just pro-Hindu propaganda (check out the failed GSLV launch).

ISRO are talking about Mars as well as the Moon. At the recent 2nd Exploration conference they outlined their plans, the ISRO presentation is here

Instruments to be developed are for studying weak magnetic filed and plasma
Timeframe : 2019

President A P J Abdul Kalam has suggested that an industrial complex on the moon and human habitation on mars could become a reality within 50-75 years. Kalam said this while addressing scientists after dedicating the Insat-4B communication satellite to the nation from the Indian Space Research Organisation (ISRO) facility at Hassan, about 200 km from Bangalore.

He said space missions beyond Earth were vital for sustaining the spirit of deep exploration. “Such missions enable us to bring minerals and other special materials from the moon, asteroids and mars.
