Paper studies seem to be pretty good at absorbing federal money though.

If you keep rewarding bad behavior, you get more bad behavior.

That's true. We just need to abandon Rube Goldberg schemes in favor of CaLV and perhaps larger launcher developments of the future. HLLV needs more friends.

But it is unique in that the survey is not aimed at NASA but in Darpa. It is one of the studies for the cheap access to space that Darpa requires.

It is also there hope for it to be able to fire projectiles into orbit.
