It took a while to find what was Risking it all on Mars:

Would you chip in a million dollars to have someone go on a one-way trip to Mars?

With floating the idea as a privately funded way to start settling the Red Planet.

It also assumes that all the medical, technical and logistical challenges involved in setting up a permanent Mars base can be solved for about $8 billion far less than NASA's projected price tag.

It is interseting that we have discussed a few of these points in the
One man one way suicide mission... Granted other threads would also lend to this idea as well for how to come up with the seed money to start the project.

With the way Nasa is going with the CEV developement the date for mars of 2030 is slowly slipping.
