Note also about the "hot spot" effects - as MarsDog proposed a engineered planetary surface habitat, could be maintained colder or warmer than the average planetary surface atmosphere temperatures - localized terraforming.

100% possible if necessary -- the average surface temperature of Venus if we remove/sequester the excessive CO2 , i.e. leaving 3-4 bars of N2, argon, 0.2 bars of oxigen and from 1/10th to 1/3th of the earth`s hydrosphere mass present gives us one very nice place - PRESERVING its present orbital and axial rotation characteitics. Such heavy atmosphere and low rate of axial rotation will spread quite evenly the heat around the whole planet. Even in midnight ( one MONTH after the sunset ) and even on the poles the ambient temperature will be in quite nice range, neither bellow zero* / the phase diagram of water is expanded beyond 0 and 100 celsius with several degrees for liquid state due to the higher pressure / , nor too hot spots in venusian slower noon.
Thus we don`t spend energy for non-necessary things and operations. We still have the "geo" thermal venusian stockpile / again accumulated due to gravity/ .
Thus we don`t put fragile mirrors...
