That is because you miss the point.
To go to the Moon, the USA needed Space tracking stations in Australia, UK, South Africa.
To go to Space the Chinese are going to need the Assistance of the Commonwealth Nations. They are going to be tripping through other peoples territorial claims just to do what they want in space.
Will China negotiate scientific access to the NASA tracking stations in Commonwealth territiory or want to build their own?

ESA is building a network as well, and the Chinese could always build two tracking ships and put them in the ocean, or even in the harbor of a friendly country (South American or African nations for example).

The Chinese are just doing what the USSR already had done and what the Russians still do they use large ships as floating space command centers. So the USA uses cheaper control centers in what is friendly nations but they are always at the risk of political change causing them to lose this ability.
