What I think is a rather interesting factoid is that Mr. Griffin had a hand in an old study... "FLO" (First Lunar Outpost). It was the follow-up to the 90 day commission report that was DOA during Bush's fathers term.

Yup started searching the Nasa site and some of the documents are still available.
The problem is the price scared any chance for getting started back then and caused little hope for anything but a pile of dead trees to occur.
Maybe this time will be different but some would say not unit shuttle and ISS are dead can we move forward.
I would say that it is not the only problems but they are the most costly at this point.
