Yes,

The Space Race has begun, again, yeah !!!!!!!!!!!!!

The chinese will meet their targets, and if they have learnt from the US and Russian mistakes they will be further alomg than the US and Russia this time around in the race for space, because this is a honorable action they believe for nationalism and the pride of their country.  They also believe that US and Russian people are distracted with the terrorism in both countries.

Backlash from last months xprize trial run by the Rubicon rocket that had to be blown up shortly after launch. So how much more or will the amount of regulations increase on the private industry for them to endure while on there way towards developing the ability to get man into space cheaply.

I thought we didn't have weapons in Space under the Outer Space Treaty !!!!!!!!

The United States of America is not a signatory of the UN Outer Space Treaty, and now without the US/Russian startegic weapons treaty that blocked the ABM system, there really isn't much of anything legal wise stopping the US from putting weapons into space.

GCNRevenger,

Yes , US is one of the primary signatories !!!!!, I think you are mistaken, they didn't sign the moon treaty, but the outer space treatry was signed in the 1960's before the moon landings.

Re: Space fairing Nations - The ever changing view

With the recent storms in Florida and more on there way, How will Nasa obsorb the damage costs? In an already tightly funded budget more than just a few somethings will either be delay or cancelled out right. The only solution would seem is to ask for more money from congress.

NASA's New Venture Capital Fund: "The Mercury Fund"
http://www.comspacewatch.com/news/viewsr.html?pid=13859
"This procurement is for the purchase of the legal services and business advice in support of the Agency's effort to create a venture capital fund similar in concept to the Central Intelligence Agency's (CIA) In-Q-Tel. NASA's fund is hereby referred to as "The Mercury Fund"...The goal of The Mercury Fund will be to invest in tandem with established private sector venture capital funds to sponsor innovative, multi-use technologies to help NASA achieve its mission and to better position these technologies for future multiple and/or commercial uses."

CBO Study: A Budgetary Analysis of NASA's New Vision for Space Exploration
http://www.spaceref.com/news/viewsr.html?pid=13884
Summary :
President Bush's new vision for human and robotic exploration of the solar system, which he first articulated in January of this year, has shifted the main focus of the National Aeronautics and Space Administration (NASA) to, initially, returning people to the moon and, later, sending human missions to Mars and beyond. Following the President's announcement, NASA released its budget request for fiscal year 2005 and its budget projection, which forecasts budgetary requirements through 2020.

Re: Space fairing Nations - The ever changing view

Over the week end many stories have come out with regards to the US lifts export restrictions on ISRO. This is a big step forward with introducing more nations into the ISS and into the process of the vision.

The United States announced Friday that it will lift restrictions on the export of space hardware to the Indian space agency, the latest step in growing cooperation between the two countries' space efforts. The US State Department announced that ISRO will be removed from the Department of Commerce Entity List, which includes organizations "determined to present an unacceptable risk of diversion to developing weapons of mass destruction or the missiles used to deliver those weapons." ISRO had been put on the list after India tested a nuclear weapon in 1998. The decision to remove ISRO from the list is designed to "foster cooperation in commercial space programs", according to a State Department statement. The decision is the latest in gradual thawing of relations over the last three years between the two countries on space and nuclear cooperation. Earlier this year the two countries agreed to cooperate on remote sensing efforts, with India to build a ground station for the American NPOESS weather satellite system. The decision also comes before a meeting scheduled on Tuesday between Indian Prime Minister Manmohan Singh and US President George Bush at the United Nations in New York.

Well the verdict may be out on converting Nasa facilities into the federally funded research centers but it does appear that Nasa is following though with the commissions recommendations.

I hope that I was not the only one to see this article on India's rocketry plans.

I feel that as each nation progresses towards missions to the moon manned or otherwise it means that Nasa must also consider the same if it does not want to be left behind in there dust.
