In the second drawing the Bucket Moon Moon is expanded into a Bucket Ring Moon Moon.
If we have a moon with substances, structures out of Carbon, Plastics, and Wood Fiber organic materials may be possible.
Some moons will have accessible rocky type materials.
The idea would be to fire overburden from the moon into the bucket possibly with a Mass Driver method.
The buckets spinning will have centrifugal force in the buckets. A regolith like impact, may be contained. Periodically the captured substances may be made into more structure.
By removing the overburden which often could be ice, the core may become exposed.
While tidal forces may cause the orbit of the Moon-Moon to be unstable the magnetic field of a planet may be used to stabilize it.
This could be true for moons of Jupiter, Saturn, Uranus, Neptune, Planet XYZ.
Starting with tiny moons might work, and if so, then maybe to larger moons.

Referring to post #1, "Mass Driver" might refer to the classic ideas of the 70-s or today, but I also will add "Mass Projectors" as a subset of such.
Neumann Driver, Magdrive may project many substances of and electrically conductive nature.
But for these concepts a rocket engine may do as well, if you can keep a tight enough focus on its exhaust.
A Hydro lox engine or Metha lox engine might have its exhaust condense into snow particles. Those impacting the bucket may phase change to a fluid and then immediately freeze to the surface.
I hesitate to say that we could do a Moon-Moon for Luna but never say never is a saying.

I am wondering about Spinning-Bucket-Moon-Moons.
I am wondering if it could be done for Callisto.
The Magnetic Field of Jupiter may serve as a resource if you include electrodynamic tethers. Spin may provide artificial gravity for the capture device. I am puzzling over design of the catcher.
As for the Matter projectors, I am thinking anything that may project atomized output, more or less.
Neumann Drive is supposed to be able to eject most elements of the periodic table that are solid and electrically conductive.
Similar may be true for Magdrive.

So, if we have a collector orbiting 50 to 100 km above the surface of Callisto, and we point the exhaust to the collector, we can likely intercept it before the exhaust plume has expanded very much. The crossing time interval will be less than one second.
But will the even erode the collector or will the collector collect materials?
Can we modulate the speed of the exhaust?

It is possible that a matter projector based on a chemical rocket engine might be crafter to reduce plume spread, but it seems like it may be a hard task to master.
It might take 10 or more seconds for the plume to impinge on an orbital collector, and the plume may spread a lot before impingement.
The collector for this might have to be large.
In any case the hoped for result would be accumulation of matter not erosion of the device.
It may or may not be possible depending on method and materials.
I suppose appropriate questions at this time are Could You? Should You? Would You?
Alternatives will exist.
A version of Starship might work well for Callisto, but that is a lot of effort to project matter.
Space Elevators and Rotavators may work for Callisto. I think a Space Elevator may be throughput limited, but a Rotavator may be able to snatch blocks of ice and Carbon to orbit. But a rotavator may be susceptible to impactors, and needs a propulsion method, not impossible but some trouble.
So, there could be multiple methods, and one may suit one material but not all materials.
I think I will leave it there for now. I need to try to produce a further set of potential methods.
