I guess the thing which might 'bug' the USA is the European Arrogance, the socialism commentary of France and Sweden which might have once insisted they had the best systems at one time almost seemed to be progressing to a Utopia type society but now terror attacks and unrest, less freedoms and they are unsure of their own future.
You might try count the US as an 'Empire' but it is unlike past Empires, you might say the US was born in the rebellion of 1776. The whole thing about the USA is it is unique allowing speech and a person having arms to defend their property, I don't know how far the USA will last into the future but you have to respect its staying power 250 + years.

As for rockets delivering explorating payload and satellites, they have no independence in Europe now, ESA will buy from US Company Space-X or perhaps as for other rockets, Spain or Germany might be able to step up but not for sometime. There is nothing re-usable yet and launch service for the size of the Soyuz, the Ariane and bigger is still needed.
