Unless these Russian oil tankers involved visited US or European ports, or were flagged in US or European countries, I think this notion that Russian citizens are obligated to follow US law is the very reason why our law states that it doesn't apply to foreign nationals in foreign countries. That was specifically done by The Founders to avoid pointless wars that European colonial powers were engaged in when America was founded. Smuggling implies it was illegal for these tankers, presumably Russian owned or flagged, to carry crude oil from Venezuela to Russia or vice versa. Without more information, that is a highly dubious claim. In the same way that the US is allowed to engage in global commerce, war or no war, so is Russia. We complain about the lawless behavior of the Putin regime while we engage in more of the same, but think it's okay when we do it. Maybe that works when your opponent doesn't have nuclear weapons. Otherwise, it's another case of the Biden Administration playing stupid games while the American people win stupid prizes.

Historically about 20% of women in Britain never had children. That doesn't matter if there are plenty of third and fourth children. And many women desire to have third and fourth children; a large part of the fertility collapse comes from various factors discouraging them, such as unaffordability of homes (Mansard roofs! Add an extra floor to our pokey 2-up 2-downs.). Also perhaps car sizes, the associate pastor at church has a seven seater (four kids), but they're the only ones I know who have a car that big.

The Treaty of Union in 1706, followed by the Acts of Union 1707 (one by each national parliament) unified the Kingdoms of England (which incorporated Wales) and Scotland. Ireland joined in a similar way through the Acts of Union 1801. The Irish Free State separated after the 1921 Anglo-Irish Treaty took effect in 1922. Northern Ireland remained within the union.
Here in Canada, we do have a Constitution. It was known as "The "British North America Act, 1867" until the Constitution was "patriated" in 1982. In reality the name of that document was changed to "Constitution of Canada Act, 1867" when it came into force on July 1, 1867. However, most people still called it the "British North America Act" until 1982. The amendment of 1982 was a major one, changing how future amendments are made as well as embedding the "Canadian Charter of Rights and Freedoms" into the Constitution. There were amendments to the Constitution between 1867 and 1982, but every attempt to amend the Constitution since then has been rejected. The new amendment formula includes a referendum, so citizens themselves vote whether to approve the amendment. So far the citizens have rejected every attempt by politicians to embed their special interests into the Constitution. But the reason I mention Canada's Constitution is that this document is not the only part of Canada's Constitution. There is also the "Letters Patent Constituting the Office of Governor General and Commander-in-Chief of Canada". This was last amended in 1947, and is considered part of the Constitution. This lays out the authority of Governor General. Although the Letters Patent is considered part of the Constitution, the amending formula does not apply to it. The King can change the Letters Patent any time he wants, to be anything he wants. If he were to do so it would be a major political issue, but he does have that authority. My understanding is that the Constitution of the UK consists of more than 2 documents, but at least there is one.

A parking attendant who confronted a car robber was shot four times. He restled the gun off of the assailant and returned fire. He woke up to find himself chained to his hospital bed for illiegal possession of a firearm. The very same firearm that he removed from his assailant after being shot and then used to defend himself. The armed robber was released without charge following hospital treatment. Presumably, he went back to robbing cars. The far left seem to delight in punishing the innocent out of spite.
