Exile evil to Devolved Mars parliamentary dependency & Mars jails

People here have discussed the offensive idea of sending inmates and prisoners to Mars, sometimes we look back and we have discussed the wise and stupid times of humanity - they say it may work as Spanish had prison islands or British once did with Singapore or ow French had a servitude colony or or like in Australia. I agreed that sending prisoners to Mars might not be the best idea. However imagine for a second we Cast out Earth's troublesome people who made wars.
Good and bad political people pop up on Earth all the time. However what if, rather than wasting thousands of human lives fighting wars and destroying nations in battles, the unpopular corrupt evil leaders of Earth were just exiled to Mars. Kleptocrat is sent off planet and allowed take some of their wealth with them. I would be reluctant to send an Arab Dictator to Mars or Ayatollah to Mars because in humanity's near infinite stupidity it might even help islamism spread across the Solar System, islam for some strange reason has spread into the US Prison System and Black African Americans pray to a religion that calls them 'pug nosed slaves' and 'raisin heads', does this make sense? No and why should it because there are plenty of times when humans do not make sense. Khomeini was known for his support of the hostage takers during the Iran hostage crisis, his fatwa calling for the murder of British Indian novelist Salman Rushdie, and for referring to the United States as the "Great Satan" and the Soviet Union as the "Lesser Satan". Idiots in the media made Khomeini more popular as he lived in exile in places like Turkey and Paris France, I have no idea why people are hypnotized by such a stupid religion but they are, because of the brainwashing element to religiously preaching people I would be reluctant to send a preacher into exile on Mars just in case they were able to convert some local humans. Rather than fight wars on Earth to remove a dictator, you simply beamed them off planet just ship them out and exile as quickly as possible. Maybe get them shipped out from Earth and left them super corrupt type locked up on another planet.

These other exiled they would be given a 2 year supply of bread and water and they for example a Russian exile would be allowed watch old re-runs some Born in the USSR Reality tv show, the South American dictator would watch re-runs of Cuéntame cómo pasó. They might be allowed order something like have a more comfortable chair or table delivered from Earth. The outpost might create its own industry, Tourists might even be going on trips to Mars to laugh at them or throw tomatoes at them. Prince Andrew unpopular? Putin unpopular, exile them all to Mars. Jorge Rafael Videla of Argentina  kidnappings or forced disappearance, widespread torture ...Exile him to Mars! The next Catherine the Great is born, she is unpopular at home and starts attacking her neighbor countries, Exile Her to Mars! Allies exiled Napoleon to Elba, an island of 12,000 inhabitants in the Mediterranean, 10 km (6 mi) off the Tuscan coast. They gave him sovereignty over the island and allowed him to retain the title of Emperor.  The British kept Napoleon on the island of Saint Helena in the Atlantic Ocean, 1,870 km (1,162 mi) from West Africa. They also had soldiers in both Saint Helena and the uninhabited Ascension Island, to prevent any escape from the island, Napoleon was said to have invented a number of card games before he died. The island today has mostly an industry of fish, coffee but also integrated circuits, lifting machinery and plastic pipes. Saint Helena was one of the most remote islands in the world. It now has one commercial airport, Tourism has grown on the island and before the building of an airport, the primary tourist groups were dedicated hikers and retirees, they island was seeing 12% tourists growth before Covid people could go see where Napoleon was exiled after Waterloo

The prisoner site would be part of a larger government perhaps part of a Protectorate or Devolved Parliamentary or a 'Dependency'.

It will cost a small fortune sending someone to Mars, even if projects like the Large Ship and Starship are successful in reducing transit costs.  Once there, it will take even more money and resources and a lot of cooperative effort to keep them alive.  The last thing we need is a bunch of anti-social criminals and jihadies.

This is simply what if speculative science fiction ;D
They in a ways get to hold stolen all that wealth, well don't steal it back instead they can die with their wealth on Mars.

Maybe also a floating city / prison on Venus, the Moon being closer might be the better option?

Their back accounts and bitcoin and criminal expensive art seized, think how much could be done with the stolen $64.8 billion by Bernie Madoff,  their own assets will pay for their food and Mars accommodation. The private sector will be allowed bid and compete to truck produce or Food for the prisoner might be grown locals or bots on local Mars Farms.

Let's say more and more from the Private Sector and other nations like India and South Korea come into the launch business,  the price now is US$35 and 3.5 tonnes into geostationary transfer orbit. That means a prisoner like Bernie Madoff in his lunar prison and with his stolen money sized can pay for 1,857 launches of over 3 tonnes.
