Based on the recommendations of National Space Council we can deduce some course changes in space policy and execution. For those looking for SLS termination, don't expect to see anything on that front until well after midterms given the built in constituencies in relevant districts.

Given the make-up of the council, the recommendations are pro-big aerospace and will help with deregulation. It is not clear what level of national security and technology controls are being disregarded in the interest of promoting commercial sales, yet.

Based on current work, expect a "bread and circus" human space exploration plan and announcement within the next 2 years.

RECOMMENDATION 1: The Secretary of Transportation should work to transform the launch and re-entry licensing regime.

This action should be completed no later than March 1, 2019.

RECOMMENDATION 2: The Secretary of Commerce should consolidate its space commerce responsibilities, other than launch and reentry, in the Office of the Secretary of Commerce.

This legislation proposal would be completed no later than July 1, 2018.

RECOMMENDATION 3: The National Telecommunication and Information Administration should coordinate with the Federal Communications Commission to ensure the protection and stewardship of radio frequency spectrum necessary for commercial space activities.

This is a recommendation to change inter-agency cooperation and coordination; no legislative action or executive action required, thus no implementation date is outlined.

RECOMMENDATION 4: The Executive Secretary of the National Space Council, in coordination with members of the National Space Council, should initiate a policy review of the current export licensing regulations affecting commercial space activity.

The recommendations of the policy review should be completed and presented to the National Space Council by January 1, 2019.

Well that seem about right as VP Pence calls for return to Moon and Boots on Mars from the seat on the National Space Council of which I have yet to see anything but Trump's policy to make money, and to cut everything else....
Now granted the bussiness to which Nasa does not need to be part of is the steady state design and use of what it comes up with for cutting egde as there are plenty of them out there that can do what they are doing and better for less....

I don't place much stock in the words from the VP; administration can take credit for talking big but not actually doing anything. See the last 30 years of US history on space policy to get a taste of my cynicism.

Based on my assessment, the probability of a declaration for human to mars policy announcement in the next two years, followed by actual commitments, akin to Kennedy, is greater than 80%.

People on Mars somewhere in the 2030's on the outside, late 2020's on the inside.

The issue for space is getting out of contract building to manufacturing to buy instead contracts.
Make the builder to give up a better concept of funding to make what is require by others.
