Curiosity has been investigating the water loss and has found the trace of salt to indicate how quickly it has left mars.

The rover has also determined that there were several ponds or large puddles that formed over time some repeatedly as detected by salt layering.
Sure wish we had boots on the ground....

The evidence is there but what process to gain the water is the next step once we either send more probes or get man there to do the work.

The indication is that mars had salty lakes simular to the fresh water ones here on earth which makes sense as the temperature of mars cooled that fresh water would be lost with the salanity increasing until it could not keep up with the subliming process of water loss as the planet cooled leaving behind the traces of salt that we are seeing.
