I checked Happer's background. He's well-qualified to know about atomic physics, optics, spectrometry, etc. He is unqualified to know much about weather/climate. He is a well-respected and award-winning scientist in the field he knows, for decades. He is controversial with respect to weather/climate, again for decades.
In a short search, I could not tell whether his statements regarding CO2 come from the unqualified ignorance about weather/climate, or from a political belief system. Not sure it makes any real difference, anyway. His comments have a long history of similarity.
He's not unique. I have friends with similar blindness to the human-caused component of global warming. For some it is ignorance, coupled with what they want to be true. For others, it is a political belief system, which postulates denial as a condition of membership.
For those motivated by belief systems, you cannot change their minds with facts. They inherently value fact less than belief. All you can do is vote the way you want, and hope that they are outnumbered.
