We are so far behind...

2019 - 30 = 1989 for when all real ability was via Nasa in which the Report of the 90-Day Study on Human Exploration of the Moon and Mars Design Reference Mission Evolution and Purpose ... Goals for initial human exploration of Mars

most everything was a version of mars direct plus and deemed a Design Reference mission

On July 20, 1989, the 20th anniversary of the Apollo 11 Moon landing
The 90-Day Study estimated SEI's long-term cost at approximately 500 billion dollars spread over 20 to 30 years.
So whats a few billion amoung freinds as it were as Nasa wanted billions to go to mars

Yep, we know how they got that inflated figure. They went round every department and said something like "What would be on your wish list for Mars if you could have anything you wanted..." The result was predictably huge costs. IIRC they were talking in terms of taking a fully fitted hospital to Mars at 50-100 tonnes, something like that.
