Falcon-Heavy is the core of the military satellite launch contract they won. They will have to fly a lot of them.  Landing more than one stage at a time is the ONLY way they have to gain the experience needed to land BFR's,  ITS's,  and tankers reliably. 

That outlook is not yet compatible with the funding concept for BFR/ITS-tanker,  but as I have indicated,  I think that development may not really fly until closer to 2030 than 2022.  In that event,  the mismatch goes away.
