Ensign of the Royal Observatory of Mars

I have designed an “ensign”, an alternative Flag of Mars.

The ensign includes two Kepler triangles, a rusty red orb, representing the planet Mars, and a golden arrow.  According to Martian legend, the Greek goddess Artemis gifted one of her golden arrows to the Citizens of Mars.  The "Golden Arrow of Artemis" reminds Martians that their descendants are destined to travel to the stars.

The ensign will, in accordance with Martian law, be flown at the Royal Observatory of Mars.  The Observatory’s telescope will be focused on the same place in the Martian sky that a Golden Arrow of Artemis is pointing (the arrow will be pointing straight up, toward the zenith).

Martian law will provide that when a child is born on Mars a star or other celestial body within the view of the telescope shall be named after that child.

No, but I suppose that a group of ProtoMartians could establish a "Royal Observatory of Mars" on Earth and start naming stars after ProtoMartian children.  The Observatory could post star charts on a website.  The charts could show which stars had been named for ProtoMartian children.  So we could start building a “micronation”.
