The U.S. Naval Sea Systems Command (NAVSEA) staged a presentation on LENR at Teradyne in North Reading, Massachusetts, just last month. The presentation was given by  Louis F. DeChiaro, Ph.D, at a meeting of the Institute of Electrical and Electronics Engineers (I.E.E.E.).
The meeting was entitled: “LENR Phenomena and Potential Applications”.

The last slide presented by Dr. DeChiaro sums up the current Cold Fusion situation reasonably well.
It describes the source of excess energy produced by LENR as "something like nuclear fusion" but qualifies that description by noting some departures from what the Standard Model says should happen during nuclear fusion.
In other words, LENR works but the details of the process are neither well understood nor universally agreed upon, at this stage:

My opinion, for what it's worth, is that Low Energy Nuclear Reactions (LENR) are definitely a reality; an accepted theoretical framework explaining it is yet to be developed; practical uses for it, and commercialisation, are already further advanced than most of us realise; and consequently its large-scale utilisation will arrive sooner than we think. B)

The principal ingredients in E-Cat fuel are hydrogen, nickel powder, and lithium. All of these are found on Mars.

As shown below the reactor active core consists of nickel powder intermixed with a hydrogen (lithium and aluminum) source, LiAlH4, enclosed in an alumina tube and confined with bonded ceramic plugs. This core is surrounded by a helically wound, coaxial electrical heater extended in length to provide closely uniform heating. The whole is potted in ceramic cement to incorporate a single sense thermocouple.

This link goes into the change of element isotopes and the shift that occurs with  the excess energy far beyond anything a chemical reaction could produce, the transmutation of elements shows we're dealing with a nuclear process - by definition.
