How could I go about setting up a society for the exploration and colonization of Ceres. Could anyone help me?

3. Make ceres seem like a good place
4. collect donations and sell ceres stuff
5. When plan fails because mars is closer, and not a big snowball, use money to go there. If plan succeeds, use money for eventual exploration of ceres.

You *are* aware that when you take into account the variations in orbit, Ceres is closer, just further out from the Sun?
The steps are good ones, apart from the last. Ceres has water ice. Lots of it. It's also near loads of asteroids to mine. And did I mention it's easier to terraform?

Earth- 1 au
Mars- 1.52 au
Ceres- 2.8 au
Closer? NO
change in delta V to Mars- 6 km/s
Change in Delta V to ceres- 12 km/s
Note that these are only the differences in their orbital speeds, not the delta v it takes to get there.
So, in other words, it's about 2x as hard in every aspect to get to ceres.

I was refering to their distance from Earth, not the Sun. Don't forget that Mars is about halfway round the orbit of the Sun than Earth is, or something like that. Mars would be closer - if all the planets were in a line. But they aren't.

Henc the 'or something', meaning I din't know the exact distance from Earth.
Mars: Minimum Distance from Earth: 35 million miles.
Ceres: Stupid net doesn't have the info

That isn't according to every diagram showing planetary orbit's I've seen.
