Who will open up space to everyone? Will it be governments, private companies, not-for-profit groups, or teams of people working in a garage somewhere? I'd go with the people in a garage idea, because A) the government won't take any notice of them so won't impose loads of Regs on them and B) they are evidently the type of people who would do crazy stuff and take such risks. Once they can prove it works they cantake it to the masses.

Please define 'everyone'.
Even in 2008 many people in the world can't afford to fly or leave their country of origin, far less can afford to visit all the continents, almost none have been to the South Pole. Why should going into space be any cheaper?

I meant people who can afford to go on airplane flights. Sorry, it occured to me later that it isn't possible for everyone to go into space unless space is that profitable tickets are free.

I think it will be a mix between gov't and private companies. The government has the know-how, and the private companies have some incentive. Kind of like the x-prize, except with a bigger push.

But the private companies do0n't have any incentive top go beyond LEO. I'm not sure they even have incentive to go there. And gov programs are to big and wasteful.

With the military aspect of government control of the high ground being the means to keep as resemblance of peace in one's nation it may be a long time before real space will be open to those that can true afford the trip.

Private companies support government initiatives until volume drops the price to something private interests themselves can afford.
