being "alive" or a-live such plasmic system could harnes power from the Sun, or from the radiation belts if around gas giant with asymetric mag-field acc. the orbital and axial motion... which energy otherwise blows away the gases...
such system being alive could actively keep the gases to form atmosphere regardless the dissipation fctors, or even utilizing them.

Layers of cool dusty-plasma quasi-cristalic ones , could have multiple behaviours -- imagine Peltier-Seebek ones to cool the exosphere down to 3-4 K... etc.
