Gw's topics are part of the definition issue when looking at moon versus mars as the terms for one can't be used for the other.
Toe hold, foothold come to mind for words to define size and efforts. Others are settlement, base, colony act that go towards something of permanence.
Of course the last attribute is applied in cost to these.

Still being stuck in permits, and trying to get temporary power. Still no roof yet as contractor has to do other work before mine and due to permits.
Had to move temp service 3 times and still Eversource has not put power to it yet. It's only money, $1,400 so far and more to get permanent power later.
