I am not sure about having a manned base on the Moon, even with robots it could be a distraction and difficult goal
We are not fully sure what Mars is made of but from Lunar samples from a number of different nations we know the Moon has huge lack of Carbon, Hydrogen, chemical compound like Methane, Water, Nitrogen, Potassium, Iron, Chromium, Phosphorus, Sulphur, Chlorine and other chemicals important to sustain the hunman base or life or any kind of village or civilization.
