At some point soon the US is going to have to talk to China about coordinating their respective lunar bases and their activities. This report lays out all the dangers of not doing this, and there are many of them.
The two bases are inevitably going to be relatively close, as the Chinese know the exact same small amount of space on the moon is the only place to put a base for humans (constant sunlight, lots of water). Wouldn't it make sense for the two bases to be very close? That way if there was a catastrophic failure and they need to evacuate one of them, they have quick access to a backup location as a refuge?

Not helping Chinese may have improved their program, it forced China to do its own ships, its own manned program, its own rockets and its own Rovers, it might have been inspired by others and even copied some ideas but what they have made is impressive. They also have a new 'Space Station' and seem to want to open it internationally and even allow 'Tourism'.

Taiwan may end up having the last laugh in East Asia. Their demography is far healthier than that of mainland China. Probably because the mass killing of babies didn't really happen there. China has been able to industrialise rapidly partly because they didn't really have a next generation to invest in. That means rapid growth in the short term, but then an absolute bust as they litteraly disappear as a people.
Japanese demographics aren't good, but they have solid policies for dealing with the problem. So Japan will still be around as an economic power in 30 years time. The mainland Chinese won't.

It is the first time intelligence officials have publicly detailed their concerns that China may win the race to return people to the moon and establish a lunar outpost — an achievement that could set back U.S. plans for human space travel for decades to come.
“It wasn’t too long ago that China said they were intending to land by 2035. So that date keeps getting closer and closer,” NASA Administrator Bill Nelson told McClatchy in an interview. “I take it very seriously that China, in fact, is in a headlong race to get to the moon.”
Neither country plans to stop at the moon. Both see it as a training ground for missions to Mars in the 2030s, vying to make history by sending humans deep into space and landing them for the first time on another planet.
“Before, it was more of an afterthought — China was nowhere to be seen,” one U.S. intelligence official said, speaking on the condition of anonymity to discuss sensitive intelligence matters. “Today, China gets the lion’s share of intelligence attention.”
A second U.S. intelligence official said that “space is very evident to China as a place they need to counter U.S. power.”
“They don’t want to be the space power of the 2020s,” the official added. “They want to be the space power of the 21st century, the way we were in the 20th.”
“Mars is the horizon goal,” said Scott Pace, executive secretary of the National Space Council under Trump. “Landing on Mars — if they’re able to do it — would play into China’s narrative as the great power of the 21st Century. But having that goal and doing it are two different things.” Chinese officials have remained quiet on their plans for a manned mission to Mars. In 2021, at a conference on space exploration in Russia, a senior executive at China’s main space launch vehicle manufacturer said that Beijing had a roadmap to send humans and establish a base there in the mid-2030s. The fate of China’s robotic rover on Mars, sent with great fanfare the same year but that died just months into its mission, may have demonstrated for Beijing the challenges ahead. “They are discovering that Mars is hard,” one U.S. intelligence official said. U.S. officials dismissed the executive’s remarks, questioning the viability of such an aggressive timeline and whether he was speaking for the government. But state media reported on it. Negative ions—the missing piece
The solar wind is a constant flow of radiation and particles from the sun. Earth's magnetic field acts as a shield. In contrast, the moon has no magnetic field and a very tenuous atmosphere, called the exosphere. When the solar wind hits the moon, the surface reacts, kicking up secondary particles.
These particles may be positively or negatively charged or have no charge at all. While the positively charged particles have been measured from orbit before, measuring negative particles was a challenge.
Negative ions are short-lived and cannot make it to orbit. This is why the European scientists needed to operate their instrument close to the lunar surface—an unprecedented mission for a particle detector.
