Zubrin suggested using methane for fuel on mars and the ERV. How about a graphite hypird solid rocket engine. For ground transportation stick a turbine on the exhaust and reduce the oxidizer flow for rocket transportation increase the oxidizer flow and try to increase the area exposed to the oxidizer. I don’t think it would burn fast enough for a rocket but then a gain I never started a fire with pure oxygen. Maybe some carbon monoxide, magnesium or aluminum could be mixed in with the graphite to help it burn faster.

The compressed oxygen alone could give enough power to drive the turbine for ground transportation.
