Maybe this is a viable alternative to another Hubble servicing mission.  Interestingly, much of the structure will be built from packed ice.

My feeling is that Hubble will still have advantages over the antarctic telescope (should it be built,) but the science-cost ratio of this icy observatory is potentially higher.
