400 million rubles for the vehicle & 400 million rubles for the R-7:
MOSCOW, April 6 (RIA Novosti) - The cost of Soyuz manned ships for NASA, in case the United States decides to buy them from Russia for safety ensurance of the ISS crews, may come up to 400 million rubles (1 dollar equals 27.94 rubles), the Russian Space Agency (Roskosmos) chief Anatoli Perminov says in the RIA Novosti interview on Wednesday.
In Russia a Soyuz costs about 400 million rubles plus the same price of its launch vehicle, which totals 800 million rubles. "For the United States the price will be about that", Perminov noted.

800 million = less than $30 million dollars per launch, correct?

<snark>
Heh! $1 billion would buy 30 Soyuz. $10 billion would buy 300 Soyuz. What if we skip the CEV and move right to that RLV GCNRevenger craves so much?

So it appears that they price is up a 10 million from when Denis Tito took his trip aboard one.
One could do the Beoing delta V configuration with 3 of them and still be half the cost of a delta V.
This is also under the same vain as price fixing to keep the competition from being under cut. I think I mentioned this under the ISS woes and mars thread.

Oh, the irony of it all: This could be a Russian Capitalist plot to ruin our space industry!

I stand corrected I had it under the Falcon topic thread:
On that note Russia Eyes Price Controls For Launch Services
The Russian space agency will prevent Russian firms from undercutting world launch prices, a new agency reported.
Roskosmos, the Russian Federal Space Agency, will not allow dumping of launch services on the international market, spokesman Vyacheslav Davidenko told the ITAR-TASS news agency.
This actually a good thing and it does allow them to charge more, as time goes on for that same rocket which does under cut all available launch vehicles at this time.
