People with issues will probably be screened but with a growing population Mars will have more 'issues' and events. Mars might have the loss of a worker who was doing important duty in regard to power, mining, production of plant foods and water. Mars could have a future scenario where one person quits their duty at a Mars site for whatever reason, maybe its for a religious political reason and moves to another location. Perhaps they might have mental addict issues, charged with crimes the run to another location, a new artificial high location a 'happy' booze weed prostitute multi-cultural all kinds of people gambling town where they can feed their desire and addiction. They might run away to a rival Nation or Company and ask to live in that new Martian place, a different cultural political colony.
One day many years into the future inside your Mars dome with its limited resources, someone from the outside might arrive knocking on the outside wanting to claim asylum while quitting their own duties at their old Moon or Mars base. You do not know this new arrival, they wear a somewhat strange but also somewhat generic style space suit. You can not tell who they are, this person is of mixed ancestry something seems Hindu India, but also White Christian European ancestry, you have some indication of Nigeria, Brazil, also Chinese or Japanese heritage, other clothing symbols and items give indication of 'Northern America' the Solar-system web is down, the AI is not giving you any data, you do not know where this person has come from, they know English but speak with an accent.
If they come from a super planetary 'Corporation' a Solar System wide company there might be a procedure to follow, if there is a 'ColdWar' status between nation states that have set up claims to sites on Mars another set of events might follow.
Mars might have a 'Treaty' in regard to its land and Moons and other celestial bodies, there might be a rule to provide food, shelter, water and housing and new astronauts regarded as the envoys of mankind. The Mars Treaty might request Responsibility for Saving and Helping people in 'Need of Rescue' or other activities in space. The Rescue Agreement is an international agreement setting forth rights and obligations of states concerning the rescue of persons in space. The Agreement was created by a 19 December 1967 consensus vote in the United Nations General Assembly (Resolution 2345 (XXII)) came into force of UN Law in 1968 the wording of this Law is somewhat unclear whether this provision applies to, for example, a company worker or soldier or space tourist, the UN Space Rescue Agreement has been criticized for being vague. Back in year 2005 in Low Earth NASA considered use of Orbit Rescue ship Atlantis after the loss of Shuttle.

Unknown to your Mars colony the new arrival from the outside might have some kind of 'history', they could have got tired of the worker conditions in the company, they might have violence or alcohol or drug problems. The new arrival is not known to you, they might have been Absent Without Leave event or abandonment working post without permission, there could be a political set of issues between Nations, Religions, Cultures and politics linked to old kingdoms and state, they might Dodging or Evading a Duty or be War Resisters looking for political asylum. They might have bad intent or good intent, they could be good people who protest a bad leader they see as a 'Dictator' and want to stay at your colony instead.

I was thinking about RobertDyck's War topic, and am interested in your new topic.
The situation in the Middle East is complicated by the (apparent) fact that potential rescue nations (like Egypt) to not want Palestinians under any circumstances whatsoever. As the lack of land is an issue (and probably always will be an issue where humans are found) expansion of Palestinians into the Sinai Desert would seem like a reasonable idea. However, at the moment, that option does not appear to be available.
With modern technology, and a spirit of good will and generosity, that region could be made quite acceptable for farming, and thus self sustaining.
Your scenario of a habitat not wanting to accept an unknown guest is quite clearly present on Earth in almost every continent, and it is evident in almost every Nation (as nearly as I can tell from news reports).
I wonder if it is possible for humans to organize themselves so that everyone's needs can be satisfied. Wants are something different.
People can want the same piece of land, or the same artifact, and there is a time tested solution .... an auction is held and the property is accepted as belonging to the highest bidder.
The answer for those who want land and can't have it because it is in limited supply was successfully worked out by the British in the Colonial period, when the practices of the time dictated that first born males inherited property. Later-born males were able to relocate to the new colonies and claim land and create wealth, independent of the strictures of the home culture.
It does seem a bit ridiculous that land cannot be found for Palestinians, but I can understand fear of problems that Palestinians might bring with them.
Differing religions and cultural values are a factor. Egypt is hard enough to manage as it is.
