Is it possible to create an atmospheric 'on and off' fog on the Moon

An exosphere is a thin, atmosphere-like volume surrounding a planet or natural satellite

the first thing done might be crashing comets into the surface, not too hard but enough to give Mars a push so it is no longer tidally locked, enough stuff hitting the Moon to slowly speeding up its rotation.

I'm looking far into the future.

The Atmosphere a place to protect from Micro Meteorite and eventually help human Research Engineering Bases or Cyborgs to Live? The artificial Atmosphere would be pulling from the natural Lunar Chemistry of Chemistry of Xenon, Argon, Neon, Sodium, Potassium and engineered in such a way to block extreme Radiation in the Height of the Day and Trap Heat at the 2 Week Night, there could be possibility to make use of electrostatically levitated dust.  Past gases ejected from lunar volcanic eruptions, upon breaking open old Lunar Rocks shows levels twice the thickness of that of present-day Mars. If the Moon is to be a manufacturing hub in the future, what are considered to be pollutant gases on Earth may be released on the Moon, Tungsten Hexafluoride, Radon, C2H6, SF6 and other gasses many times times heavier than our air. .We have already discussed fringe topics such as restarting the Martian Core and creating an Artificial Shield or Magneto-Sphere for Mars.

It was once theorized this ancient Moon atmosphere could have supported life, though no evidence of life has been found

Life on Earth perhaps started on Mars, there was a life spreader event to the Moon and it finally landed on Earth, maybe thanks to our science the journey will now go in reverse?
